Background

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

As a signatory of Paris Declaration on Aid Effectiveness, Indonesia has committed to the aid effectiveness principles in particular to harmonize and align aid delivery in reducing poverty and inequality, increasing growth, building capacity and accelerating achievement of the Millennium Development Goals (MDGs). Following the initiative, in January 2009, GOI has launched the Jakarta Commitment signed by 22 bilateral and multilateral development partners establishing a roadmap to strengthen aid effectiveness. This roadmap defines the policy direction towards development effectiveness up to 2014 and beyond, as well as key activities.
 
Nonetheless implementing the roadmap requires a coordination mechanism. GOI has developed such mechanism consisting of a high level commitment at ministerial level consisting of (1) Steering Committee to provide direction for all parties and activities including donors representative; (2) Management Committee to assure effective implementation of the road map supported by; (3) Thematic Working Groups that discuss targeted achievements of Jakarta Commitment and; (4) Aid for Development Effectiveness Secretariat (A4DES) in Bappenas.
 

Under leadership of the Deputy Minister for Development Funding, A4DES is responsible for providing support in facilitation, coordination and monitoring of the coordinated activities to realize the objectives of the Jakarta Commitment. With regard to it, UNDP was appointed to support the work of A4DES as part of the strategic objectives of Transitional Multi Donor Fund for Aid For Development Effectiveness (TMDF-A4DE) program. In line with the above, several strategic positions in the Secretariat need to be filled in order to ensure the running of the support to A4DES under TMDF-A4DE program. One of the core positions is Program Coordinator.

Summary of Key Functions:


Under the overall guidance of the National Project Director (NPD) at Bappenas and Head Unit of Planning Monitoring and Evaluation at UNDP, the Program Coordinator acts as a manager of all aspects of A4DE programme, manages a major programme portfolio in one office or more of the programme practice areas. The main role is to facilitate A4DES programme as well as undertake continued monitoring and evaluation of program implementation. The Programme Coordinator will also support A4DES project personnel and working group analysts team by means of:
 
          maintaining the strategic direction of A4DES program
          Assurance of effective results of working groups activities
          Provide support to the provision of quality performance of A4DES to Bappenas and facilitation of knowledge building and management
 
The objective is to ensure A4DES functioning as the core support mechanism for the GOI process based on “life cycle” from facilitating dialogue among parties, assisting the Program Coordinator for overall A4DES program implementation, assisting working groups to achieve expected results, and conducting monitoring and evaluating A4DES activities.
 
1.   To ensure the overall strategic directions of A4DES program, focusing on achievement of the following results:
    Work closely with the National Programme Director to ensure the overall quality of project planning, management, reporting, monitoring and evaluation;
    Establish and maintain good working relationship with the relevant public and development partners principal counterparts for the program; 
    Along with the experts, constantly identify challenges and provide recommendations to manage risk of the project and ensure the smooth implementation;
    identify expertise and develop TORs of any additional consultants/resource persons needed to contribute to the substantive aspects of working group performance;
 
2.                  To ensure the monitoring of A4DES Activities, focusing on achievement of the following results:
    creation of a standard operating procedure, including monitoring and evaluation mechanism and quality standards of performance, to measure the achievement of working groups activities;
    Work closely with experts, consultants and the chair of working groups to ensure timely achievement of timely and quality results;
    Provide technical and substantial advise to the working groups in performing their activities.
    To undertake continuous monitoring and provide regular evaluation on the implementation of A4DES programme
 
 
 
 
3.   To provide support to the provision of quality performance of A4DES to Bappenas and facilitation of knowledge building and management focusing on achievement of the following results:
    identify expertise and develop TORs of any additional consultants/resource persons needed to contribute to the substantive aspects of working group performance;
    Develop partnership with development partners … where they can support and share good practices related to the functions of working groups;
    Prepare reports to participant, donors and counterparts, along with other reports that may be required, such us media briefing;
    With other team members, develop articles, deliver presentations and speech on reform approaches in each of the program areas;
    Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
    Sound contributions to knowledge networks and communities of practice.
    Organization of trainings for the operations/ projects staff on programme.
 
IV. Impact of Results
 
The key results have an impact on the quality of the overall of A4DES management, thus contributing to effective and efficient project implementation and creation of strategic partnership with respective stakeholders. Project Implementation has to be in line with the objectives of the project and UNDP rules, regulations and procedures. It is critical to ensure achievement of UNDP Country Programme outcomes through a client-oriented approach.

Required Skills and Experience

V. Recruitment Qualifications

Education:
Bachelor degree in Economics, Engineering, Development Studies, Management, Public Administration, Public Policy, Political and Social Sciences or related development-related disciplines with substantial working experience in any project management and public policy area with minimum 10 years relevant working experiences.
 
Experience:
·         Be familiar with the government procedures of policy and regulatory formulation particularly on foreign loan and grants;
·         Have sound knowledge of donor policies and procedures;
·         Experience working on, or conceptual understanding of aid effectiveness issues;
·         Experience in facilitating meetings, consultation or workshops with government agencies and international donors;
·         Familiar with dealing with both government officials and donor institutions;
·         Have experience in dealing with donors coordination and aid management is preferable.
·         Working knowledge of the UN system would be an advantage.
 
Language Requirement: Fluency in Bahasa and English are required.
