UNDP Bratislava Regional Center and UNOPS are inviting applications from qualified experts to establish a roster of consultants to work on various consultancy assignments in the Europe and CIS and Arab States regions related to the development of GEF International Water Projects. Roster is to be created as a result of strong need for highly qualified consultants with previous good record of work in the region, addressing the need to simplify the time-consuming recruitment process and thus increase efficiency in management and implementation of projects.

Duties and Responsibilities

Consultants selected for the roster will be working with and reporting to the International Waters Regional Technical Advisor (RTA) of UNDP/GEF in UNDP Bratislava Regional Center and will be expected to undertake specific tasks in order to fully develop the GEF IW projects, these tasks may include but not limited to the following:

  • Familiarize with the existing IW portfolio in the region and identify portfolio gaps in accordance with the new GEF-5 Strategy in International Waters.
  • Familiarize with the GEF IW draft pipeline in the region and the related documentation available.
  • Draft a project concept document, in the form of a GEF Project Identification Form (PIF) for specific projects identified during task 1 and extensive discussion with the IW RTA.
  • Based on the identified project outputs and outcomes, suggest indicative activities as well as accompanying indicators and targets.
  • Identify potential co-financing contributions from potential partners of the project and in particular, advise on steps required for securing such co-financing contributions during the PPG.
  • Draft a Project Preparation Grant (PPG) request.
  • Review the comments on the PIFs and PPGs received from the GEF secretariat, GEF agencies and STAP and incorporate issues raised in to the revised documents.
  • Contribute to the project preparatory phase and work with the countries and agencies on the development of the UNDP Project Document and other GEF required documentation, including the Endorsement request, letters of co-financing, project results framework, and others, based on the latest GEF requirements.
  • Review all comments received on the draft Project Document from countries, GEF Sec and other agencies and finalize the Prodoc for final approval.
  • Undertake any other duties that will ensure successful execution of this consultancy.

Competencies

  • Knowledge of United Nations and other international or bilateral organizations and their policy, programme and operations.
  • Proven ability to work in a complex environment with a lot of different stakeholders within a specific political context.
  • Ability to interact and relate with people at any level.
  • Ability to critically analyze issues, find root-causes and suggest optimum solutions
  • A pro-active approach to problem-solving

Required Skills and Experience

  • At least a Master's degree in environmental, natural or social sciences from a recognized university;
  • At least 7 years proven international experience with GEF IW project development;
  • Knowledge and experience with the GEF project development cycle, including the formulation of GEF and UNDP Project Documents;
  • Knowledge of GEF strategy in International waters for GEF-5;
  • Strong analytical, reporting and writing abilities;
  • Proven communication and leadership skills and;
  • Fluent in English (written and spoken);
  • Experience in RBEC, CIS and Arab States countries is an asset;
  • Knowledge of Russian, French or Arabic is an asset.

Evaluation of Applicants:

Applicants will be screened against qualifications and the competencies specified above. Those selected for the next stage of the selection process will participate in an assessment.

UNDP applies the ‘Best value for money’ approach - the final selection will be based on the combination of the applicants’ qualifications and financial proposal.

Contracting Arrangements:

The successful candidates will be included in UNDP’s technical expert roster for the period of 3 years. Entry into the expert roster system does not necessarily mean that contract with UNDP is guaranteed. This will depend on forthcoming needs.

Where a request for services arises, the UNDP unit/office in need of the service shall directly contract the consultant from the roster without the need for further selection process. A specific Term of Reference (ToR) outlining the outputs for each assignment shall be provided and a Individual Contract (IC) will be issued to the consultant, detailing the time frame directly by the contracting unit/office. Conditions of a particular assignment may be negotiable.


Payments:

Payments will be made as specified in the actual contract upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
