Background

It is now 19 years since the system of local governments was established in the Mongolian Constitution. In 1992, in an effort to implement the spirit of the Constitution, the Law on Administrative Units was adopted by the Parliament, providing a legal basis to the local administrative system, its functions and organizational arrangements. The decentralization process received a setback in 2002 with the passing of the Public Sector Management and Finance Law, and amendments to taxation and budget laws, which have significantly reduced the role of local governments.

The lack of revenue raising powers and control over intergovernmental transfer system resulted in institutional in-congruency, non-connectivity, inefficient service delivery, and few incentives for increased revenue collection. The UNDP supported Local Governance Support Programme (LGSP) started in 2007 with the objective of improving local service delivery and the broader context of good local governance through i) piloting and improvement arrangement for planning, financing and managing local service delivery in selected aimags (provinces), and ii) supporting the development and implementation of national policies, strategies and operational procedures for local governance and devolved service delivery.


Duties and Responsibilities

Objective

To develop a local government capacity assessment methodology and tools that fit the current Mongolian context and conduct training on using the methodology and the tools.
 
Duration

14 work days including weekends (approximately 10 days in Ulaanbaatar, Mongolia, including a field trip to one province).
 
Scope of work
  • Review existing studies, project reports and other materials to obtain a good understanding of the current situation of local government and intergovernmental relations and capacity development of local government in Mongolia;
  • Design a capacity assessment methodology covering both organizational and individual levels:              
  • Identification and selection of core areas of capacity development taking into account functional responsibilities and mandate of local government bodies;
  • Develop capacity assessment methodology based on the core areas of capacity development, including relevant tools, such as worksheets, interview guide questions or focus group discussion guide questions;
  • Conduct training on capacity assessment methodology;
Coordination
  • Work closely with the Project Manager, local consultant(s) and the UNDP governance team;
  • Incorporate feedback from local stakeholders in finalization of the methodology.
Deliverables (to be submitted one week after the completion of the field trip in Mongolia)
  • Report of the review of existing context of capacity assessment of local government,
  • Local government capacity assessment methodology, with relevant tools,
  • Materials used in the training on methodology.

  • Proposal, explaining why they are most suitable for this assignment
  • Financial proposal*
  • Achievement based CV, including past experience in similar projects

* Financial Proposal

Payment will be made to the IC based on the number of days worked as per daily fee. Therefore, the financial proposal should specify the daily fee, which includes all other expenses like airfare, per diems, etc. It is advised to provide the breakdown of the cost. While preparing your proposal, kindly note that the standard for air travel authorized by UNDP for individual subscribers is economy class.
Evaluation

IC will be evaluated using the methodology of Lowest Price and Technically Compliant Offer. The award shall be made to the IC whose offer has been determined as both a) responsive/compliant/acceptable (fully meeting the ToR), and ii) offering the lowest price/cost.

Candidates obtaining a minimum of 70% of total technical points (10) would be considered for the Financial Evaluation.

Technical criteria (10 points)
Criteria A. Practical experience relevant to the ToR - 50% (5 points)
Criteria B. Experience in areas related to local government capacity development in transition and/or developing countries - 30 % (3 points)
Criteria C. Relevant educational background - 20% (2 points)

Payment modality and schedule

  • 30% of the total fee will be paid upon submission of draft outline of methodology by fifth day of work in Mongolia.
  • The remaining 70% of the total fee will be paid upon submission of all deliverables

Competencies

  • Hands-on practical, proven international experience in local government capacity assessment in transition and developing countries, including development of related tools.
 

Required Skills and Experience

Education:

  • Advanced degree in public administration, law, social/political studies, development studies or related field.

Experience:

  • At least 5 years of experience in institutional development, governance, public administration reform, intergovernmental relations, decentralization, human resource development, or related field.

Language:

  • Fluency in English.
