Background

The European Union (EU), the United Nations Development Programme (UNDP) in Turkmenistan and the Office of the United Nations High Commissioner for Human Rights (OHCHR) are currently implementing a joint project entitled “Strengthening the national capacity of Turkmenistan to promote and protect human rights”. This project started in September 2009 with duration of 3 years.

The overall objective of this project is to increase knowledge on international human rights standards and mechanisms in Turkmenistan and to strengthen national capacities to promote and protect human rights in accordance with these standards. The main implementing partner is the Turkmen National Institute for Democracy and Human Rights under the President of Turkmenistan.

One of the activities foreseen under the project entails the provision of training on human rights standards for various professional categories involved in law enforcement and the administration of justice. In 2010, a series of 6 workshops was conducted in the provinces and Ashgabat to groups of police officers and prison staff, as well as judges, prosecutors and lawyers. In 2011, additional training for these target groups is foreseen. Some of these trainings will take place in Ashgabat. Other training may take the form of a series of workshops in all regions of Turkmenistan to present and discuss international human rights treaties standards as they apply to law enforcement and the administration of justice. For this purpose UNDP intends to establish a roster of qualified law enforcement trainers.

In 2011, the EU/UNDP/OHCHR project will also start a series of lectures for students of higher educational establishments, in particular the Civil Service Academy. It is envisaged that experts from the roster providing their services to the implementation of the project will be engaged in this endeavour.

Duties and Responsibilities


In accordance with the overall objective of the project and under the supervision of the Team Leader/Human Rights Specialist, the Human Rights Expert will conduct the proposed training and provide additional specialist advice and expertise as needed.

Key deliverables:

  • Prepare a package of reference materials on human rights and law enforcement and human rights in the administration of justice, including workshop materials for distribution to beneficiaries (preferably in Russian).
  • Design and facilitate required workshops and lectures on international human rights standards as they relate to law enforcement and administration of justice.
  • Prepare a mission report that includes recommendations for further steps to promote the implementation of international human rights treaties and identifies additional capacity development needs in this regard.

If the proposed training takes place in Ashgabat, the time frame will be as follows: Nature of Work Location Nr. of work days:

Competencies

Required Skills and Experience

Education:

  • Advanced university degree in a relevant field, such as law, political science, international relations or a related field with a particular focus on human rights.

Experience:

  • Minimum 7 years of relevant working experience.
  • Experience in capacity and institution building in the area of human rights, in particular targeting police, prison officials, judges, lawyers and prosecutors .
  • Knowledge and experience of work in the CIS or Central Asia an advantage.

Language:

  • Excellent written and spoken English.
  • Fluency in  Russian highly desirable
