I. Organizational Context
UNODC is a global leader in the fight against illicit drugs and international crime. Established in 1997, UNODC operates in all regions of the world through an extensive network of field offices.
UNODC in Indonesia is implementing a Norwegian government funded project Countering Illegal Logging and the linkage between Forest Crime and Corruption in Indonesia. The project seeks to counter illegal logging and the illicit trade in forest products in Indonesia by strengthening the country’s law enforcement and anti-corruption capacities. The project will support the Special Responsive Police Forest Task Force, prosecutors, judges and civil society to respond to illegal logging and corruption. The project activities will be carried out in Papua and Jakarta.
Under the guidance of the Programme Steering Committee and the direct supervision of UNODC’s Country Manager, the National Project Coordinator will be responsible for the management, coordination and implementation of the Project activities.
The Coordinator will be based in Jakarta and is expected to spend considerable amounts of time visiting and supporting the Project operations in Papua.
Duties and Responsibilities
I. Functions / Key Results Expected

- Established and maintain strategic partnerships and implementation of the resource mobilization strategy
- Provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement
1. As the Coordinator of the Project, ensure the implementation of strategies focusing on achievement of the following results:
- Lead day-to-day decision making on project planning, management, implementation, quality monitoring and evaluation
- Manage the delivery of project activities, outputs and outcomes
- Provide direction and guidance to project team
- Liaise with the project coordination mechanisms to assure the overall direction and integrity of the project.
Supervise project staff
2. Ensures effective management and supervision of the project team focusing on quality control of the full cycle of project from formulation to implementation achieving the following results:
- Organization of the Project Board meeting involving Implementing Partners, UNODC and other relevant parties
Development of annual work plans and expenditure plans - Monitoring of financial resources and accounting to ensure accuracy and reliability of financial reports.
- Development of a monitoring and evaluation framework and plan that are in line with the requirements of UNODC, Implementing Partner and donors and that can ensure a bottom-up process of capturing lessons learned and best practices.
- Management and monitoring of the project risks as initially identified in the Project Document. Update the status of these risks as required
- Preparation of the Project annual Progress Report (progress against planned activities, update on Risks and Issues, expenditures)
- Strategic oversight of planning, budgeting, implementing and monitoring of the project, tracking use of financial resources in accordance with UNODC rules and regulations.
- Managing project closure by end of the project.
- Carry out any related tasks assigned by the country manager
3. Establishes and maintains strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
- Development of partnerships with government institutions, donors, private sector and other relevant actors
- Coordinate the involvement of local communities in project activities
- Update donors on progress and result of implementation of activities and funding status.
- Analysis and research of information on donors, preparation of substantive briefs on possible new areas of cooperation and programming
4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to UNODC policy goals.
- Provide sound policy advice to government and other partners
- Sound contributions to knowledge networks and communities of practice.
- Organization of trainings for the projects staff.
III. Impact of Results
The key results will positively impact on the quality of project management, thus contributing to effective and efficient project implementation and delivery and creation of strategic partnerships.
Project implementation should be aligned to the objectives of the project as stated in the approved Project Document and UNODC rules, regulations and procedures.

Required Skills and Experience
V. Recruitment Qualifications
Education:
- Advanced degree in law, forestry studies, development or social studies
Experience:
- Minimum of 3 years work experience in law enforcement forestry, NGO or related areas.
Technical requirements:
- Must have strong project management experience and a strong knowledge of forest law enforcement and governance, climate change and REDD related issues.
Language Requirements:
- Fluency in English and Bahasa Indonesia with good report writing skills are a requirement
