I.Organizational Context
UNESCO office, Jakarta was established in Jakarta in 1951as the UNESCO Office for Southeast Asian Science Co-operation (SEASCO). In 1967 it became the Regional Office for Science and Technology for Southeast Asia (ROSTSEA). From 2001 onwards the office has assumed a dual mandate, namely as the Regional Science Bureau for Asia and the Pacific, and as a Cluster Office for Brunei Darussalam, Indonesia, Malaysia, the Philippines, and Timor Leste.”
Under the guidance and direct supervision of the Programme Specialist for Tsunami Information Centre and the Programme Specialist for Sciences for Society, the incumbent is responsible for the effective assistance in providing technical assistance in the implementation and coordination of the extra-budgetary project under JFIT: Strengthening Resilience of Coastal and Small Island Communities towards Hydro-Meteorological Hazards and Climate Change Impacts (StResCom). She/he contributes to promoting a collaborative, client oriented approach consistent with UNESCO rules and regulations.
Duties and Responsibilities

Summary of key functions:
- Provide support to the day-to-day coordination of StResCom project activities, i.e. assist in planning, implementation, monitoring and reporting;
- Conduct fund raising scheme and seek strategic and potential donors;
- Provide technical and logistic assistance in organizing regional and local workshops in Indonesia, Timor Leste and the Philippines and a donor meeting in Indonesia;
- Assist in the compilation and analysis of field data, information and studies regarding the level of awareness of the coastal and small island communities on hydrometeorological hazards and climate change and relevant local and indigenous knowledge related to the StResCom project;
- Assist in the development of promotional materials for the project activities;
- Provide administrative and financial assistance and advice, including assistance in the provision of oversight of all administrative and financial matters related to the implementation of the StResCom project, and ensure that all operations under the projects such as contracts, travel order, reporting and financial disbursements are in line with UNESCO’s administrative rules and regulations;
- Assist in the development and maintenance of positive working relationships with UNESCO’s partners and relevant stakeholders, including but not limited to government agencies, donors, non-governmental organization, private sectors, and local communities;
- Prepare short reports, summaries, minutes of meetings, media releases, updates for website and provide inputs related to the StResCom project; and
- Perform other official duties as may be required by the immediate Supervisors and the Director of the Office.
III. Impacts of Results
Failure to carry out any of the above tasks in a timely manner will affect the working of the Office as whole and will generate lack of confidence in UNESCO on the part of its partners (recipients and donors). Thus, the key results have an impact on the success of not only in the DRR and SCS Units but UNESCO Office Jakarta. There will be 3 months probationary period, after which performance of the incumbent will be evaluated and in case of non satisfactory evaluation the contract will be discontinued.

Required Skills and Experience

Education:
- First level University Degree (BA) in environmental sciences or social sciences from recognized and reputable university, with knowledge on issue related to disaster risk reduction, climate change, indigenous knowledge, conservation or sustainable development. Postgraduate degrees would be assets in consideration.
- At least 4-5 years successful history of employment in environmental management and programme coordination, preferably in governmental or non-governmental agencies.
Languages:
- Must have fluency in spoken and written English, in particular the ability to draft documents and express views in a clear and concise manner. Working knowledge of Bahasa Indonesia, Tagalog and/or Tetum is an asset.
- Knowledge of UN systems and procedures as they relate to Staff Regulations and Rules, personnel and administrative policies and procedures as well as financial rules and procedures is an asset.
