Background

The Republic of Mauritius is a small island developing state located in the Indian Ocean with an estimated population of 1.34 million. Despite its size and lack of natural resources, the Mauritian economy has moved from an exclusive reliance on sugarcane at the time of independence in 1968 and has diversified into manufacturing, tourism and financial services. Emerging sectors include ICT, seafood, aquaculture and land-based oceanic industry. Mauritius is ranked as the 57th most competitive economy, the 4th in Africa according to the Global Competitiveness Report 2008-2009. The income per capita is around USD 6000.
 
Consultancy service of an International Expert is required to assess the PMS model developed and put in place, corrective measures to be adopted and especially assist with the driving and implementation of PMS in specially technical/professional field such as the Legal and Judicial Sector, Diplomatic Services and Specialised Medical Services
 

Duties and Responsibilities

  • Take stock of the status of PMS in the Civil Service.
  • Carry out a comprehensive evaluation of the PMS model put in place.
  •  Assess the effectiveness of PMS in Ministries/Departments where it has been implemented.
  • Advise on the implementation of PMS in specialised sectors like the Legal and Judicial Sector, Diplomatic Services and Specialised Medical Services.
  • Advise on how to improve the strategy to sustain the system.
  • Develop a framework for the alignment of PMS to the Program Based Budget.
  • Provide a detailed roadmap for modernisation of the system.
  • Make recommendations along with an implementation schedule, for PMS to integrate other key issues such as career development, promotion, sanctions and rewards.
 
An International Expert (Team Leader) will be recruited to work closely and collaboratively with officials in key agencies and with other relevant stakeholders in the country. (S)he will be supported in his/her tasks by the recruitment of a National Expert.
The Team Leader will be responsible for the quality of the different reports. (S)he will author the reports and lead the process.

Competencies

The International Expert (Team Leader) should have proven hands on experience of Performance Management. He/ She should have actually implemented Performance Management across the Civil Service of at least one Commonwealth country, preferably one that have acknowledged PMS such as Singapore, Malaysia, Canada and Australia. He/ She should have a pointed knowledge of the weaknesses/ problems/ difficulties that such systems may generate and be able to recommend and implement practical solutions to address these.

Required Skills and Experience

Education:
 
  • Masters Degree in the field of Management or Civil Service Administration or Performance Management.
Language:
 
  • Fluency in English language required.
  • Knowledge of French is an asset
Methods and Approaches:
 
  • The consultancy will be mainly home-based, with three visits of about two weeks in Mauritius.

Technical Proposal:
  • Candidate CV. Shortlisted candidates will be requested to submit their signed P11. 
  • Motivation letter describing their interest in the position and why they are the most suitable for the work.
Financial proposal:
 
The financial proposal will specify the daily fee. If applicable, UNDP will provide entitled air tickets to Mauritius and daily subsistence allowance (DSA). Payments of fees are made to the Individual Consultant based on the number of days worked.
UNDP will not cover travel costs exceeding those of an economy class ticket.  Should the IC wish to travel on a higher class, he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

  • The technical proposal is evaluated on the basis of its responsiveness to the Term of Reference (TOR).
  • The contract shall be awarded to the “Best Value” applicant, who is awarded the highest combined technical and financial score. Interviews will be used to determine the technical competencies of the candidates. The candidate offering the lowest lump sum price for completing the work, will be offered the maximum points (30%), all others will be awarded a relative score. Only consultants with relevant experience in supplying similar services will be considered qualified.
