Background

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

One of Hyogo Framework for Action’s Priorities for Action is to “Ensure that disaster risk reduction is a national and local priority with a strong institutional basis for implementation.” The HFA encourages all nations to support the establishment of integrated DRR mechanisms, including through the set-up of national disaster management bodies at the national and regional levels to ensure effective disaster risk reduction. As part of the efforts to build a strong institutional basis for DRR, the government of Indonesia has established its National Agency for Disaster Management (BNPB) in 2008.

BNPB has carried out several initiatives within its mandates including formulation of regulations, policies, procedures and implementation of programs related to disaster management.. To  carry out its key duties and responsibilities, BNPB has been receiving supports from its partners including the international development partners. To coordinate supports lent by the international agencies for enhancing its DRR initiatives, BNPB requires  a coordinator for supporting the management of BNPB incoordinating the substantive and technical support and assistance of  the international cooperation partners and ensure that the support and assistance provided will be aligned and contributive to the overall goals and objectives of the agency. UNDP, in  view of its neutrality and impartiality and its well-established collaboration with BNPB recently through SCDRR., is specifically requested to provide and recruit the post to  to perform such a coordination role in BNPB.

The key responsibilities of the Coordinator for DRR will be to coordinate supports provided by different international organizations and maintain the quality of such assistance in line with BNPB’s strategic and annual development plans. Within the overall framework of existing UNDP projects in BNPB through SCDRR, the Coordinator for DRR will work under the direct supervision of the Deputy for Prevention and Preparedness in BNPB and the CPRU Head as delegated to the DRR Programme Manager of CPRU.

 

Duties and Responsibilities

Summary of Key Functions:

  1. Coordinate international assistance in disaster management in general but specifically in  disaster risk reduction provided to  BNPB
  2. Support the implementation of BNPB’s disaster management policies, strategies and practices in line with the Hyogo Framework for Action
  3. Facilitate knowledge building and knowledge sharing in disaster risk reduction

1. Coordinate international assistance in disaster management and specifically in disaster risk reduction provided to BNPB, with a focus on the following results:

  • Analyze all proposed international development assistance from BNPB’s international partners and provide critical review and inputs for BNPB;
  • Provide technical assistance in coordinating, supervising, monitoring and evaluating the implementation of all international assistance for BNPB in alignment with BNPB’s development goals and objectives and the HFA; and
  • Provide support in summarizing and synthesizing reports related to international development assistance for BNPB

2. Support the implementation of BNPB’s disaster management policies, strategies and practices in line with the Hyogo Framework for Action, with a focus on the following results:

  • Assist in the formulation of policies and regulations related to international development assistance in the field of disaster management;
  • Coordinate and provide technical assistance on the conduct of relevant international events that involve BNPB in Indonesia and  overseas; and
  • Provide   substantive support to the BNPB’s Deputy for Prevention and Preparedness in preparation and implementation of its policies, strategies and programs

3. Ensure facilitation of knowledge building and knowledge sharing, with a focus on the following results:

  • Contribute to the implementation of KM and learning strategy in BNPB as part of the efforts to enhance disaster management efforts t in the country
  • Capture lessons learned from the overall risk reduction efforts implemented by BNPB and its international development partners
  • Build the consensus and common workplan of  all personnel of  partner/ donor agencies seconded to and involved in cooperative international development initiatives with BNPB for convergent and coordinated  assistance; and
  • Provide periodical updates to UNDP on the progress of the support to BNPB including recommendations to keep UNDP support to BNPB and the country relevant.

III. Impact of Results 

Successful results on BNPB disaster management and risk reduction initiatives through convergent and coordinated international assistance and support employing effective strategies, productive partnership, resourceful knowledge production and comprehensive analysis of international assistances and cooperation in reference to  HFA, DM Plan,  SNAP DRR and and national (SCDRR) framework.

Required Skills and Experience

V. Recruitment Qualifications

Education: 

  • Bachelor or Master degree in social studies or other relevant field of studies.

Experience: 

  • Bachelor with 7 years or Master with 3 years of experience in the field of disaster management,  policy analysis, and international cooperation, or any other relevant field;
  • Experience in working in policy analysis with government agencies (central and local), civil society organizations and international organizations are an asset

Language Requirements: 

  • Proficient in English language, spoken and written.  Excellent verbal and written communication. 

Other: 

  • Familiarity of Policy and Regulatory Frameworks of DM and DRR, HFA, National Action Plan and National Platform as prescribed by the UN-ISDR is an advantage;
  • Familiarity of disaster management systems and key DRR  stakeholders and institutions is an advantage.
