Background

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

The Government of Indonesia established the Indonesia Climate Change Trust Fund (ICCTF) decree in September 2009. The ICCTF shall be nationally managed, and is part of Government’s commitment to implement the Jakarta Commitments to enhance national ownership and improve aid coordination in response to climate change.

In this framework, the Government and the UNDP shall jointly establish and implement the project titled “Preparatory Arrangements for the Indonesia Climate Change Trust Fund (PREP-ICCTF)”. Under terms of the signed Letter of Agreement (September 2009), the objects of the project shall be to (1) Provide support to priority climate change initiatives as prioritized by the Government, during an interim period, while the ICCTF is being established; (2) Provide support and development for establishment of the ICCTF; and (3) Support capacity development needs of the Government of Indonesia for the efficient and effective implementation of the ICCTF. The project shall enable the Government and national trustee to gradually assume full operational responsibility within the PREP-ICCTF period.

To implement the PREP-ICCTF, various staff will be hired and activities undertaken under the ICCTF Secretariat, which will also cover the functions of a standard UNDP Project Management Unit (PMU), including financial reporting and monitoring.

ICCTF operates in three windows, namely: energy, forestry and peatland, and resilience and adaptation. On June 2010, the ICCTF Steering Committee has approved three pilot projects to be funded in the first batch funding of ICCTF. The pilot projects covers the area of energy conservation (energy window, implemented by the Ministry of Industry), sustainable peatland management (forestry and peatland window, implemented by the Ministry of Agriculture), and public awareness raising (resilience and adaptation window, implemented by the Agency for Meteorology, Climatology, and Geophysics/BMKG). The Letter of Agreement (LoA) of the pilot projects was signed in September 2010, and the projects are expected to finish in 2011, before the PREP-ICCTF period ends.

Under the guidance and supervision of the National Project Manager (NPM) of PREP-ICCTF and the Head of Secretariat, the Communication Associate will be responsible in increasing the ability of the PREP-ICCTF to effectively communicate and consult with key stakeholders, partners, and public in general.  He/she will be responsible for promoting public awareness in the activities of the PREP-ICCTF and publicise them via the media.

The Communication Associate promotes a collaborative, client-oriented approach consistent with Government of Indonesia and UNDP rules and regulations, ensuring succesful ICCTF performance in gaining national recognition.


The Communication Associate works in close collaboration with the UNDP Indonesia CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff.


Duties and Responsibilities

1. Ensures the implementation of communication operational strategies, focusing on achievement of the following results:

  • Carry out communication related activities of ICCTF including awareness raising ICCTF with the central and provincial government, international community especially donors and development partners, civil society and professional organization, academic communities, media, and public in general.
  • Monitor and supervise the communication related and public activities of ICCTF in its compliance with Government of Indonesia and UNDP rules, regulations, policies and strategies.
  • Monitor and analyze the public awareness and partnership measures as well as on-going issues related to the development, climate change, and ICCTF.

2. Ensures public awareness raising, focusing on achievement of the following results:

  • Produce articles, press releases, press briefs, newsletters, annual reports, posters, brochures, presentations, audio-video materials and other similar publications to promote the ICCTF and its mission.
  • Prepare and publish articles, essays, and other coverage of ICCTF activities and ICCTF projects in national-scale newspaper, magazine, radio, and television with content approval from Head of ICCTF Secretariat.
  • Streamline the work process of publication output, design and content of ICCTF web site, as well as update the ICCTF website with coordination to IT Associate.
  • Organize public awareness raising activities such as road shows, exhibition, and other promotion events at local and international level to gain national recognition and acknowledgement.

3. Supports communication and partnership with media and ICCTF stakeholders, focusing on achievement of the following results:

  • Establish and maintain communication line and partnership with national and international media, line ministries, and development partners.
  • Organize press conference, press launches, and other media events on various important ICCTF programs and ICCTF-funded projects.
  • Involve representatives of central, provincial, and local government in ICCTF governance and activities.
  • Involve of representatives of development partners in ICCTF governance and activities. 
  • Involve of representatives of the Indonesian Civil Society Organization, Technical Experts, and Universities in ICCTF governance and activities.

4. Supports communication management of ICCTF related issues, focusing on achievement of the following results:

  • Provide advices on current development, environment and climate change issues to the Steering Committee, Technical Committee, and Secretariat of ICCTF to be responded appropriately.
  • Response timely and accurately through articles, press release, and other publication media are publicized to respond the issues directed to the performance and activities of ICCTF.
  • Closely work with the IT Associate in the development and maintenance of ICCTF knowledge management system.

III. Impact of Results 

The key results have an impact on the overall PREP-ICCTF and PREP-ICCTF funded project efficiency in the implementation of communication operational strategies.  Accurate, thoroughly researched and documented communication information, timely and appropriate delivery of the strategies ensure client satisfaction and enhance GOI and UNDP credibility in managing project implementation.

Required Skills and Experience

V. Recruitment Qualifications


Education: 

  • Bachelor’s Degree or equivalent from a recognized university in mass communication, journalism, media relations, business administration, international development, development studies, or any closely related field.


Experience: 

  • Minimum four years of relevant experience in development of information products, involvement in communication processes and/or public awareness campaigns etc., at least one year of which must be in a similar capacity in the area of public communication, preferably within a bilateral/multilateral development agency.
  • Hands-on experience in developing and managing communication with government agencies, development partners, NGOs, and academics.
  • Hands-on experience in working with national and international organizations, particularly those related to development issues. 
  • Working knowledge on publication layouts and design, and web and audio-visual media development
  • Experience in the usage of computers and office, graphic and publishing software packages (MS Word, Excel, Powerpoint, Moviemaker, InDesign, Photoshop, etc.).
  • Work experience with Bappenas and trust fund management institution will be a significant advantage.
  • Experienced with government and UN system would be a significant advantage

Language Requirements: 

  • Fluency in English and national language of the duty station, written and spoken
