Background

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context


The Government of Indonesia established the Indonesia Climate Change Trust Fund (ICCTF) decree in September 2009. The ICCTF shall be nationally managed, and is part of Government’s commitment to implement the Jakarta Commitments to enhance national ownership and improve aid coordination in response to climate change.

In this framework, the Government and the UNDP shall jointly establish and implement the project titled “Preparatory Arrangements for the Indonesia Climate Change Trust Fund (PREP-ICCTF)”. Under terms of the signed Letter of Agreement (September 2009), the objects of the project shall be to (1) Provide support to priority climate change initiatives as prioritized by the Government, during an interim period, while the ICCTF is being established; (2) Provide support and development for establishment of the ICCTF; and (3) Support capacity development needs of the Government of Indonesia for the efficient and effective implementation of the ICCTF. The project shall enable the Government and national trustee to gradually assume full operational responsibility within the PREP-ICCTF period.

To implement the PREP-ICCTF, various staff will be hired and activities undertaken under the ICCTF Secretariat, which will also cover the functions of a standard UNDP Project Management Unit (PMU).

ICCTF operates in three windows, namely: energy, land based mitigation, and resilience and adaptation. On June 2010, the ICCTF Steering Committee has approved three pilot projects to be funded in the first batch funding of ICCTF. The pilot projects covers the area of energy conservation (energy window, implemented by the Ministry of Industry), sustainable peatland management (land based mitigation window, implemented by the Ministry of Agriculture), and public awareness raising (resilience and adaptation window, implemented by the Agency for Meteorology, Climatology, and Geophysics/BMKG). The Letter of Agreement (LoA) of the pilot projects was signed in September 2010, and the projects are expected to finish in 2011, before the PREP-ICCTF period ends.

Under the guidance and supervision of the National Project Manager (NPM) of PREP-ICCTF and Head of ICCTF Secretariat, the IT Assistant will be responsible in establishing, developing and maintaning a database management system for day-to-day ICCTF Secretariat operation, and also developed the ICCTF intranet and internet as a strategic communication, information sharing and knowledge management tool. Both platforms should be optimized for knowledge transfer and information sharing.

 

He/She promotes a collaborative, client-oriented approach consistent with Government of Indonesia and UNDP rules and regulations, ensuring succesful ICCTF performance in gaining national recognition

 

Duties and Responsibilities

1. Ensures the implementation of IT management and strategies, focusing on achievement of the following results:

  • Develop guidelines for ICCTF information management and technology standards and procedures for ICCTF Secretariat technology environment. 
  • Analysis of the requirement and elaboration of internal policies and procedures on the use of IT.
    IT business processes mapping and elaboration/establishment of internal ICCTF Standard Operating Procedures (SOPs) in IT management, further development of the ICCTF project database. 
  • Provision of advice on and assistance in procurement of new IT and office equipment for the ICCTF Secretariat, provision of technical spesifications and information on best options.
  • Suggestion on ways to improve computer related process or procedures and equipment to enhance effectiveness relevant with PREP-ICCTF policies and budget.

2. Ensures effective operational support, focusing on achievement of the following results:

  • Development of Information System infrastructure and supporting units (hardware and software) – LAN, WAN, VPN, Mail Server and its peripherals. 
  • Development of file management system for PREP-ICCTF operation.
  • Further develop ICCTF website and conduct regular maintenance and updates. 
  • Design, develop, and maintain the database management system for PREP-ICCTF projects. 
  • Correspondence to third-party/vendor for hardware installation. Local area network, internet and email connectivity ensuring conditions in the Service Level Agreement are applied properly.
  • Support in IT-related troubleshoot to the ICCTF Secretariat.

3. Ensures facilitation of knowledge management process, focusing on achievement of the following results:

  • Design, development, and maintenance of internet and intranet platform for data exchange, information sharing, and knowledge management tools of PREP-ICCTF and ICCTF Secretariat operation.
  • Consultation with key persons of ICCTF, UNDP, and Bappenas in designing a Knowledge Management System for the PREP-ICCTF.
  • Customization of system contents from a user perspective, to ensure optimal interactivity, usability and content retrieval.
    Support data and information exchange users in technical issues, draft a brief user manual if required, and ensure users gain access to the right information required.

III. Impact of Results 

The key results have an impact on the overall efficiency of PREP-ICCTF including improved business results and client services. Forward-looking IT management has an impact on the organization of office management, knowledge sharing, and information provision.

Required Skills and Experience

V. Recruitment Qualifications


Education: 

  • Bachelor’s Degree or equivalent from a recognized university in computer science (desirable), information technology, public relations, journalism, business administration, or any closely related field.

Experience: 

  • Minimum five years of relevant experience in development and maintenance of website, involvement in communication processes and/or public awareness campaigns etc. At least one year of which must be in a similar capacity in the area of information technology, preferably within a bilateral/multilateral development agency.
  • Hands-on experience in network administration, management of hardarware and software platforms, telecomunication facilities, knowledge of Windows-based packages/applications, web design, development, and maintenance, also provision of IT support.
  • Hands-on experience in working with national and international organizations, particularly those related to development issues.
  • Working knowledge on publication layouts and design, and audio-visual media development
  • Experienced with government and UN system would be a significant advantage.
  • Work experience with Bappenas and trust fund management institution will be a significant advantage

Language Requirements: 

  • Fluency in English and national language of the duty station.
