Background

I. Organizational Context


UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Regional Development and Poverty Reduction, Conflict Prevention and Recovery and Environment Management, with the overarching aim of improving human development in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality and information and technology for development.


In line with Indonesia’s national priorities, the Poverty Reduction Unit is working to increase people’s welfare and well-being, through more pro-poor, equitable, gender responsive and accountable allocation of resources as well as more effective protection of vulnerable groups.  The poverty reduction unit aims to enhance Indonesia’s human development status and strengthen GOIs capacity to achieve the Millennium Development Goals.


The Regional Economic Development cluster aims to ensure inclusive growth at the sub-national level through pro-poor and performance based planning and budgeting processes, strengthened coordination with national and sub-national GOI programmes, assisting the government in implementing reform efforts to improve competitiveness, expanding small and medium sized industrial centres and other measures that help to ensure a more balanced growth strategy. 


Under the direct supervision of the Programme Manager for RED and guidance Head of PRU the Programme Officer is responsible to assist in analyzing trends related to his/her own area of assignment; formulates, manages and evaluates project activities within his/her portfolio, and provides policy advice services. He or she is in charge of the financial management elements of the programme. The Programme Officer  works in close collaboration with the operations team, programme staff and Government officials, multilateral and bilateral donors and civil society, ensuring successful UNDP programme implementation.

 

Duties and Responsibilities

  • Implementation of programme strategies, adapts processes and procedures
  • Support to overall management of the programme
  • Support in creation of strategic partnership and implementation of the resource mobilization strategy
  • Support knowledge building and sharing

1. Ensure implementation of programme strategies and procedures, focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP; effective application of RBM tools and establishment of management targets (BSC).
  • Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database.
  • Analysis and synthesis of proposals on the areas for support and interventions.
  • Provision of inputs to elaboration of workplans

2. Provides effective support to overall management of the programme focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Design and formulation of some parts of CO programme within the area of RED, translating UNDP’s priorities into local interventions.
  • Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  • Application of conceptual models in support of programme design
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects
  • Preparation of inputs for reporting, including donor reporting

3. Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

4. Ensures facilitation of knowledge building and management in the programme focusing on achievement of the following results:

  •  Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of training for the operations/ projects staff on programme issues.
  • Professional growth through active learning.

III. Impact of Results


The key results have an impact on the success of country programme on Regional Economic Development. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

V. Recruitment Qualifications


Education:

Minimum Bachelor Degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field. Master’s Degree will be preference.

Experience:

  • Minimum 6 years for Bachelor Degree and 2 years for Master Degree of relevant experience at the national or international level in dealing with capacity building, poverty reduction initiative, civil service reform, public administration reform, etc.
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.


Language Requirements: 

Fluency in the UN and national language of the duty station.
