Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Regional Development and Poverty Reduction, Conflict Prevention and Recovery and Environment Management, with the overarching aim of improving human development in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality and information and technology for development.

I. Organizational Context

Over the past four years UNDP has provided support for both the Government of Indonesia (GoI) and Indonesian civil society to undertake activities that strengthen access to justice (A2J) in manifold ways.  Through the Legal Empowerment and Assistance for the Disadvantaged Project (LEAD), UNDP facilitated the GoI’s formation of the National Strategy on Access to Justice (NSA2J), launched by BAPPENAS in October 2009, and provided grants for NGOs to undertake a diversity of A2J activities in a number of provinces.  In Indonesia's Aceh province, UNDP has also provided timely and comprehensive access to justice support in post-Tsunami and post-conflict context under the Aceh Justice Project (AJP) by strengthening institutional capacity of the Aceh formal and informal justice system.
Both LEAD and AJP projects have been implemented since 2007. This 2011 is a crossing path between completion of both projects and coming in of a new project of so called “Strengthening Access to Justice in Indonesia” (SAJI).
SAJI project presents continuation and expansion of these two UNDP projects that will be geared towards improved access to justice of Indonesian citizens and thereby contribute to the alleviation of poverty, good governance practices, and empowerment of the disadvantaged, vulnerable, and marginalized people. 
In accordance with Jakarta Commitment and the principle of supporting national priorities and policies, SAJI Project will use as guiding framework GoI’s National Strategy on Access to Justice (NSA2J) and other relevant Indonesian policy instruments, directly linking the policy and local interventions such as the National Action Plan on Human Rights. SAJI will help realize Indonesia’s 2005-2025 Long Term Development Plan (LTDP), which emphasizes that, consistent with its vision of “A Just Indonesia,” development is to be carried out from the people, by the people and for the people.
The SAJI Project Initiation Plan has just been launched as to lay grounds for the full blown of the SAJI project. For the initiation phase, SAJI will undertake 4  key activities; namely:

  1. Supporting Bappenas National Secretariat of Access to Justice (AJ)  with the necessary human resources, technical expertise, guidelines (e.g. gap analysis), and mechanisms to facilitate the implementation of the National Strategy on Access to Justice (NSAJ) through the relevant government directorates, agencies, and ministries.
  2. Supporting Komnas HAM and Ombudsman Office to develop new strategies for more effective handling of public complaints in partnership with each other.
  3. Supporting a new phase of the Adat (informal) justice programme in Aceh that will be designed and launched with a greater focus on women’s rights, empowerment and representation.
  4. Finalize and Launch SAJI project document and donor proposals and mobilize SAJI donor resources.

Under the direct supervision of the UNDP Programme Manager, the direct guidance of the Bappenas’ Director of Laws and Human Rights, and the close coordination with the UNDP Programme Officer, the Project Associate assumes the responsibility to strategize, facilitate and ensure the implementation of all key activities set under the SAJI initiation plan, especially in the context of supporting Bappenas in the implementation of the NSAJ.

 

Duties and Responsibilities

II. Functions / Key Results Expected

Under the overall supervision of National Project Director (NDP) in her role as NPD of SAJI PIP, the Project Associate  is responsible to undertake the following tasks in close coordinating with UNDP Indonesia under Aceh to Justice, Participation and Representation cluster:

1. Management:

  • Perform all administrative tasks required under the SAJI initiation plan, including operations, human resources and procurement for the Bappenas’ NSAJ;
  • Provides guidance/leadership in making office management system that is efficient and transparent;
  • Taking part in the daily planning, preparation, and implementation of activities under SAJI initiation plan that are linked to ongoing efforts for dissemination and mainstreaming of NSAJ;
  • Management and supervision of day-to-day office administration such us timesheet, contracting, logistics, reporting, financing and other related jobs.
  • Manage the Secretariat office and deals with all logistics related to the Secretariat.
  • Implementation of the control mechanism for administrative services, maintenance of administrative control records such as commitments and expenditures.

2. Technical Task:

  • Facilitating the activity implementation of SAJI PIP. This would include preparing the presentation materials for the NPD and organization of meetings whenever required for dissemination of the NSAJ into line ministries, donors and/or non government organizations;
  • Ensure the documentation of meetings materials relating to NSAJ and its mainstreaming such us minutes, attendance list, presentation materials, references etc. and the distribution of the minutes to all stakeholders whenever required;
  • Ensures timely preparation and distribution of various activity reports;
  • Support the development of any work plan as required;
  • Prepares agenda, invitation, arrangement, minutes and summary of SAJI initiation plan meetings.
  • Support to provide the data (data collection)
  • Support and facilitate coordination amongst NPD/Bappenas, line ministries/agencies, UNDP, and other international organizations.
  • Other duties related to improving information sharing, coordination and harmonization within the sector, as directed by the Director of Law and Human Rights.

III. Impact of Results

The key result of the post is to strengthen UNDP’s support to Government of Indonesia, and enhance the quality implementation of the activities under SAJI initiation plan. The post will enhance the effectiveness of the support to the function of the National Secretariat on Access to Justice as a vehicle to disseminate and mainstream NSAJ into line government ministries/agencies.

Required Skills and Experience

V. Recruitment Qualifications

Education: 

  • Bachelor’s degree or comparable experiences in public administration, political science, urban/regional planning, community/social development, and other related fields.

Experience: 

  • Minimum 4 (four) years of demonstrated experience in development work in the areas of governance, social development or other related fields;
  • Sound political judgment, good analytical skills, professionalism and maturity;
  • Ability to organize work efficiently and deal with a heavy workload;
  • Substantial knowledge of GOI development planning processes, particularly RPJMN and RPJMD;
  • Experience of working groups for government policy reform;
  • Knowledge and experience in working on improving access to justice and pro-poor justice sector reform;
  • Experience in aid coordination and/or networking with government and donor agencies an asset;
  • Fluency in written and spoken Indonesian and English;
  • Experience in the usage of computers and office software packages.

Language Requirements: 

  • Excellent command of English and Bahasa Indonesia, both spoken and written.
