Background

Duties and Responsibilities

I. Substantive Duties and Responsibilities

Under the overall supervision of Field Coordination Officer (FC Officer) NTT, the National Programme Program Associate (NPA) for NTT is expected to perform the following tasks:

MANAGING THE WORKPLAN

  • Develop and finalize the work plan under guidance of FC Officer NTT and in close collaboration with the other NPAs to prepare the necessary document related with finance.
  • As required, to manage the work plan at ATLAS system including the entry process, make necessary revision as well as monitoring the progress.
  • Prepare and manage all documents related to the program implementation: LoU with partners, contract of the staffs funded by UNFPA at the implementing partners, update work plans and other relevant documents
  • Manage and maintain NTT program implementation in all implementing partners under guidance of FC Officer NTT and taking into account the technical inputs from the programme officer.
  • Assist implementing partners in the preparation of accurate and timely program and financial reports.

MONITORING AND EVALUATION

  • Assist in development of regular monitoring and evaluation plan and conduct regular monitoring and evaluation to all implementing partners, in close collaboration with Monitor and Evaluation Officer.
  • To monitor the programme implementation using the monitoring tools and to prepare and provide the monthly update reports.
  • Prepare and compile all RH, HIV/AIDS and Gender indicators from all program areas
  • Assist implementing partners in the establishment of systems and standards for regular assessment, monitoring and evaluation of program implementation against their strategic objectives and expected outputs

COORDINATION

  • Take a leading role to the initiation and the maintenance of stakeholder’s coordination especially at the District levels.
  • Supports all implementing partners to effectively plan program initiatives and develop long-term strategic plans and overall implementation of ongoing program
  • Provide technical support to UN Joint Coordination Team to support development and implementation of the workplans to ensure its quality delivery.
  • Facilitate meetings of UNFPA and other International and UN agencies in areas of RH, HIV/AIDS and Gender in NTT.

ADMINISTRATION AND FINANCE INPUTS

  • Assist in the financial activities including disbursement requests, bills and receipt; maintain a book keeping; vouchering, banking transactions and financial data backup
  • Prepares and monitors the budget/expenditures and ensures financial transactions are in accordance with UNFPA financial rules and procedures
  • Reviews procurement requests and initiates procurement procedures for office and project equipment, supplies and services in a transparent and cost-effective manner; recommends procurement decision.
  • Ensures the effective financial recording and reporting system, internal control and audit follow-up and processes financial transactions in an accurate and timely way
  • As required, to provide administrative supports related to the recruitment and selection process including the performance appraisal of staff. Support in the contract preparation and maintain schedule of contracts and timeliness.
  • Contributes to the smooth running of the office by ensuring the provision and maintenance of services and supplies following-up processes and maintaining up-to-date inventory and records
  • Ensure the effective use and proper function of office equipment, and complete the background documents for the process equipment disposal to CAPC, if any.
  • Control over office driver and vehicles logs, petrol consumption, vehicle history consumption per vehicle is regularly calculated, and appropriate follow up to vehicle accidents and reimbursements of personal use of office vehicle. 

OTHER

  • Perform any task as required by the Supervisors
  • The NPA for NTT is required to develop the time frame Individual Performance Plan during the assignment period with clear outputs to be achieved.

Required Skills and Experience

III. Recruitment Qualifications

Academic Requirements:

  • A Bachelor’s degree in public health, development study, administration or other relevant social and humanitarian studies.

Experience and qualifications:

  • 5 years of progressively experience in the areas of reproductive health, gender, population development or community development.
  • Initiative and sound judgment. Must be highly organized and have demonstrated ability to work well under tight deadlines and in a team.
  • Strong interest in development work, especially the mission of the United Nations Population Fund.
  • Ability to work well under deadline, excellent interpersonal communication skills and negotiation skills.
  • Knowledge and/or experience of UN working system are preferable
    Experience working in eastern part of Indonesia is an advantage

Languages:

  • Fluency in oral and written English and Bahasa Indonesia.

Computer skills:

  • Proficiency in current office software applications.
  • Experience in handling of web based management systems.
