Background
The Peace Building Fund (PBF) is a global fund designed to support several country situations that is countries emerging from conflict. Specifically the support is aimed at but not limited to, 1- Responding to imminent threats to the peace process and initiatives that support peace agreements and political dialogue; 2 - Building or strengthening national capacities to promote coexistence and peaceful resolution of conflict; and 3 - Stimulating the economic revitalization to general peace dividends.
Duties and Responsibilities
Under the overall guidance of the Country Director and the direct supervision by the PBF Joint Programmes Officer, the M&E Expert will provide support in the monitoring of the implementation of the PBF programmes (JP1 and JP3). Specifically the M&E Expert will:- Provide support in the monitoring and evaluation of the PBF programmes.
- Develop M&E matrixes for monitoring the PBF programmes implementation.
- Develop results-oriented monitoring and evaluation skills training plan for the PBF Programmes, organize and undertake training of key stakeholders in M&E skills including the Implementing agencies
- Prepare quarterly PBF Programmes updates to RCO and report against respective indicators annually
- Liaise with the RCO and compose an overall progress report on the basis of the annual review of indicators and the compiled PBF programmes reports for review by the Uganda PBF Steering Committee
- Participate in the planning, preparation and management of the PBF Programmes evaluations
- Promote evaluation standards, quality assurance and control in the PBF Programmes
- Coordinate specific evaluation missions for the PBF Programmes including the midterm review that is scheduled for 2011, the outcome-level evaluation that will be undertaken after 12 months of implementation in addition to assessment or time-series impact of the PBF programmes interventions on community/stakeholder perceptions.
- Provide technical feedback on evaluations.
- Provide guidance on UN evaluation policies, procedures and practices to PBF programmes managers/officers.
- Provision of the technical advice during the implementation of the PBF programmes specifically in the refining of the programme indicators and baselines to facilitate the evaluation at the later stages.
- Preparation of analytical documents on areas evaluated, effectiveness and impact of PBF Programmes.
- Participate as a key resource person/focal point in conducting the endline survey of the PBF programmes to establish impact of the programme activities.
- Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader knowledge management efforts by the UN, disseminated in learning events and channeled into decision-making processes.
- Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
- Collaboration and coordination with other UN agencies participating in the PBF Programmes, Implementing partners, NGOs that are participating in the PBF on monitoring and evaluation issues.
- Follow up on implementation of evaluation recommendations of the PBF programmes.

Required Skills and Experience
- Master’s Degree or equivalent in Development, Economics, Social Sciences, or related field;
- Postgraduate training in Monitoring and Evaluation an advantage.
- At least 3 years of working in the field of development with national and international organizations, related to monitoring and evaluation, programme management, coordination and/or strategic planning;
- Experience in monitoring and evaluation with a background in the analysis of socio-economic issues and related policy matters;
- Experience in the usage of computers and office software packages, experience in handling of web based management systems;
- Previous experience of working for programme(s) and /or projects funded by UN and/or other development partners;
- Experience in working with an international organization is an advantage;
- Knowledge of UN policies and procedures is an advantage.
