Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Energy Management, with the overarching aim of improving human development in Indonesia. In addition to the four priority areas, UNDP Indonesia also works on a variety of crosscutting initiatives such as HIV/AIDS, gender equality and information and communication technology for development

I. Organizational Context

The awareness and needs to better manage a crisis situation in Indonesia has been arising with the devastating earthquake and tsunami in Aceh and Nias 2004, and the subsequent major natural disaster afterward in various part of Indonesia. Until recently, the earthquake in West Sumatera 30 September 2009, earthquake and tsunami at Mentawai Island of West Sumatera 2010 and post Merapi eruption 2010 gain the calamity status of “a provincial disaster which draws attention from the central government and international community”, which allows the international community to contribute in the recovery processes. Indonesia, since post tsunami 2004, has largely utilized the ECLAC methodology to assess damages and losses. The Early Recovery (ER) framework generated from this assessment introduced the social/human dimension in the post disaster assessment and post disaster recovery framework.

Eventually, the ER approach incorporated in the Damages and Losses Assessment report and provides feedback for the Action Plan for Rehabilitation and Reconstruction prepared by Bappenas and BNPB.  Following the enactment of the Action Plan for Rehabilitation and Reconstruction of West Sumatera earthquake 2009 , the government of Indonesia, UNDP and World Bank have agreed to establish the Memorandum of Understanding for Indonesia Multi Donor Fund Facility for Disaster Recovery (IMDFF-DR) between the GoI, the United Nations and the World Bank that was signed on 30 December 2009. The facility comprises of 2 (two) windows; the United Nations’s and the World Bank’s. Consecutively, GoI set up the Steering Committee and the Technical Committee of IMDFF-DR under the Bappenas Ministerial Decree no.KEP.08/ M.PPN/Hk/01/2010 and the facility is to be effectively support the post disaster recovery. For this purpose, initial support to establish the Secretariat IMDF DR is provided through the Disater Risk Reduction guided Rehabilitation and Reconstruction (DR4) project, administered by BNPB.

On the other hand, the project “Technical Assistance to Rehabilitation and Reconstruction Completion and Continuation Coordination” (TS-R2C3) is a transformation of the “Technical Assistance to Badan Rehabilitasi dan Reconstruksi Aceh Nias” (TA to BRR) designed to support the GOI through Bappenas in coordination of the continuation of reconstruction activities post BRR closure in April 2009 that is now extended until 2012. The current phase of TS-R2C3 is providing the technical and operational capacity to BAPPENAS to fulfil its mandate in coordinating the national and international resources, and also the planning and monitoring of the rehabilitation and reconstruction activities in Aceh and Nias as outlined in the Action Plan for Sustainable Reconstruction 2010 – 2012 (Renaksi Kesinambungan Rekonstruksi Aceh Nias 2010-2012)”. The TS-R2C3 immediate development objective is to “strengthen the capacity of GOI national and local government agencies to manage and implement gender sensitive, pre and post-disaster recovery planning processes and practices based on disaster risk reduction principles”. The TS-R2C3 project implemented in the period of 2010-2012 by the National Development Planning Agency (Bappenas) and will engage a strategic partnership with GOI agencies at the national, provincial and district levels with support from UNDP.

Collaboratively, DR4 and TS-R2C3 will complement each other to support the IMDFF-DR secretariat established at Bappenas as the custodian. TA to BRR/TS-R2C3 lesson learned and Bappenas coordinating role throughout disaster management activities since 2004 will contribute to enhance the comparative advantages and the function of IMDFF-DR as government-supervised fund facility. This facility has been activated by GoI since 18 November 2010 and by the ratification of Rehabilitation and Reconstruction Action Plan for Mentawai and Merapi, immediate support required to operate the IMDFF-DR secretariat.
