Background
UNDP launches a new environmental project “Support to the development of a comprehensive framework for international environmental cooperation in the Republic of Belarus”. The overall objective is to introduce effective sustainable development patterns in Belarus, full account being taken of environmental issues and public participation in environmental decision-making processes at national and local levels.- To enable harmonization of environmental legislation with the EU body of environmental law and best practices, namely in waste management, biodiversity conservation, water management and ecological certification of products;
- To support dialogue between state environmental and communal authorities, industry, NGOs and other stakeholders for procedural development and agreement in the field of waste management;
- To demonstrate principal elements of full cycle of municipal solid waste (MSW) management in two selected sites;
- To provide capacity-building for the local counterparts of two MSW management pilot projects, as appropriate to ensure their successful implementationTo support biodiversity conservation in the Yelnya protected area – a preserve of republican level Yelnya - by means of capacity building of protected area management, and its sustainable use (development of ecological tourism);
- To ensure maximum dissemination and replication potential in biodiversity conservation by inclusion of the interested NGOs and the concerned population in design and implementation processes of the pilot projects;To ensure adequate awareness of environmental issues, both theoretical and practical, among Belarusian environmental NGOs, the general population, scholars / students and relevant governmental bodies in the fields of MSW management and biodiversity conservation / ecotourism development.
Duties and Responsibilities
- Design and implement the communications strategy;
- Provide overall direction and guidance in the area of communications;
- Communicate project’s key messages and results;
- Increase project organisational and network capacities in communications.
Design and implement the communications strategy focusing on achievement of the following results:
- In consultation with Project and CO staff, develop a communications strategy to effectively support Project activities; the strategy should include clear objectives, resource requirements and timelines;
- Support project staff to effectively integrate into communications processes in order to harmonise actions at all levels;
- Ensure full compliance with UNDP rules, regulations, and policies of financial activities, financial recording/reporting system.
Provide overall direction and guidance in the area of communications focusing on achievement of the following results:
- Lead an annual communications planning exercise resulting in an annual work plan and budget for this area; monitor progress and adjust throughout the year ;
- Supervise communications consultants, including writers, editors, translators, proof readers, designers, and web masters as required.
Communicate project’s key messages and results focusing on achievement of the following results:
- Write and edit content for the full range of project communication products and tools;
- Oversee the production and dissemination of project materials, including: monthly updates, the annual report, quarterly newsletter, briefs, publications, brochures, fact sheets, and audio-visual materials as required;
- Plan and manage promotional launches for key initiatives and publications;
- Package organisational and programme achievements and success stories for information and knowledge sharing.
Increase project organisational and network capacities in communications focusing on achievement of the following results:
- Enhance the ability of project staff to communicate effectively by identifying communications needs and developing trainings and tools as needed;
- Promote Project as a learning and knowledge sharing team by ensuring that best practices are widely shared and effectively packaged for target audiences;
- Strengthen internal and external communications through clear communications and branding guidelines and effective information sharing systems.

Required Skills and Experience
- University degree in journalism, social sciences or related field;
- At least 3 years of relevant work experience in communications, including experience and technical skills in at least two of the following areas: developing publications and other communications materials, media relations, web and graphic design, social media, and knowledge management
- Experience in coordinating communication activities across organization and with other international organizations and partners;
- Ability to tailor media materials in a deadline driven and target audience way;
- Excellent written, verbal and visual communication skills; proven ability to write compelling and effective press releases, articles, and stories
- Knowledge of media strategy development;
- Working knowledge of UNDP and/or EC rules and regulations would be considered an asset;
- Previous experience with UNDP projects in the area of communications/PR would be considered an asset;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of graphic design software, video editing software and photo editing software.
- Fluency in written and spoken English, Russian and Belarusian is mandatory, including the ability to draft, edit and finalize documents in English and in Russian/Belarusian.
