Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Under the overall supervision of the Europe and Central Asia Section Chief and in close collaboration with the Section’s Programme Specialist, the Reporting and Communications Specialist will provide day-to-day programmatic and technical support to the section’s regional portfolio and corporate responsibilities.

Duties and Responsibilities

Provide support to the Europe & Central Asia Division processes, events, speeches, presentations, and other activities, reports, and documentation related to management, partnerships, donors, publications and other external relations:

  • Research and Data collection in support of the regional portfolio.
  • Collection, organization, maintenance and update of a body of knowledge and materials of relevance to the work of the Division and the SROs.
  • Facilitation of knowledge building and knowledge sharing including on web-based platforms.
  • Researching, preparing, editing, and/or finalizing Briefing Notes, speeches, reports, knowledge products, public relations materials and publications.
  • Liaison with sub-regional and country offices, partner institutions and UN Agencies.
  • Providing technical support to SROs in fulfilling internal and external reporting requirements, and ensuring quality and timeliness of internal and external reporting.
  • Supporting the Division at HQ and the Sub-regional Offices donor agreements and program cooperation agreements (PCA), MOUs and other forms of agreements and contracts.
  • Support to the Division, Sub-regional and Country offices in communications activities including the development of communications and outreach strategies and their implementation.
  • Provide substantive inputs to the Division’s portfolio and activities and ensuring that the Europe & Central Asia perspectives are reflected in global, cross-regional and corporate activities.
  • Participation in the progress/annual reporting and review processes: PACs and Task Forces and Committees as assigned.
  • Support the Division’s learning processes, including from follow-up with regard to setting up, support and follow-up to evaluations, knowledge products development, contribution to newsletters, etc.
  • Set-up and manage the Division’s pages and information on the intranet.
  • Support design and maintain an information system (including electronic files and matrix) for donor contract management including tracking cost-sharing agreements, UN WOMEN contractual obligations, other delivery requirements of the contract, grant tranches or installment schedules, reporting schedule and reporting requirements and liaise with SROs to ensure compliance.
  • Assume responsibility for other duties as required by the Chief of the Europe and Central Asia Division.
 
Impact of Results

The oversight provided to the implementation of programmes and projects by the Europe and Central Asia Section enhances overall efficiency, timeliness and effectiveness. Coordination with multi stakeholders ensures stronger and smoother coordination with SRO. UN Women´s work as a leading agency on women's rights in Europe and Central Asia thereby becomes further recognized.

Required Skills and Experience

Education
  • Advanced University Degree in Media and Communications, International Affairs, Social Sciences and/or a closely related discipline.
 
Experience:
  • At least 5 years of relevant experience in international development work preferably focused on, or strongly involving gender equality.
  • Knowledge of and experience with the Europe and Central Asia geographic region is an asset.
  • Expertise in the usage of computers and office software packages, experience in handling of web based management systems.
 
Language Requirements:
  • Excellent written and spoken English.
  • Ability to work in Russian is highly desirable.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
