Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women oPt, in line with the Palestinian Authority commitment to fight Violence Against Women (VAW) as set in the National Strategy to Combat VAW, approved by the Palestinian Cabinet in January, 2011; in full partnership with the Palestinian Civil Police (PCP) advised by the EUPOL COPPS mission; within the framework of DFID-funded project "SUPPORT FOR DELIVERY OF SECURITY AND JUSTICE SERVICES FOR WOMEN VICTIMS OF VIOLENCE", is supporting the process of institutionalization and capacity development of the PCP Family Protection Units (FPU) through:
- Finalize FPU strategy, vision and mission; the set up of a clear, gender sensitive organizational structure availing FPUs staff job descriptions in line with the strategy, vision and mission and with the PCP structure.
- Identify minimum standards for Palestinian FPUs, both in terms of hard component as well as human resources, with minimum standards guidelines.
- Draft Standards Operational Procedures for FPUs.
- Identify training needs for FPUs staff in light of the above and development of a gender sensitive FPU staff training programme and material.
- Implement training needs
- Enhancr filing, monitoring and documentation systems of FPUs
- Equip FPUs.
The outputs as outlined above will be the framework that will enhance the institutional capacity of the police to manage, monitor and act to protect women and girls from GBV, promote the needs of both male and female police officers and the overall mainstreaming of gender concerns within the police institution.
Duties and Responsibilities
The “FPU minimum standards guidelines (MSGs) and standard operating procedures (SOPs) consulting team” will be composed of a local and an international expert. The consulting team will work under the overall supervision of UN Women oPt Head of Office and the direct supervision of the Women Human Rights Unit Project Manager, in close partnership and daily consultation and coordination with Head of FPU and with FPU staff assigned by Head of FPU, as well as in consultation with other PCP staff and the EUPOL COPPS mission. The consultant will report regularly to UN Women and to the Head of FPU.
The MSGs will serve as steering tool, for the Palestinian Authority as well as for donors interested in supporting the enhancement of FPUs’ capacity in undertaking their tasks in line with FPU strategy, mission and vision, both for the improvement of existing FPUs as well as for the establishment of new ones. The SOPs will be a leaving document, to be drafted in accordance with current FPUs situation, to be piloted upon endorsement by Chief Police and upon accomplishment of training of FPUs staff. SOPs will be revised on an annual basis.
Building on existing structure of PCP / FPUs and on the overall structure of the PCP; and coordinating efforts with the team working on finalization of FPUs strategy, organizational structure and job descriptions, the local consultant will undertake the following tasks, duties and responsibilities:
- Work in team with the international consultant on identification of MSG and SOP for PCP / FPUs;
- Participate in the organization of the team work and contribute to drafting team work plan to be submitted to UN Women;
- Regularly meet with UN Women and PCP/FPU, together with local consultant, to update on progresses and challenges of the assignment;
- Work in close coordination and cooperation with other consultants working on FPUs as well as on matters related to policing and protecting victims of gender based violence;
- Meet, in coordination with international consultant, with Head of FPU and with relevant PCP staff and PCP decision makers to discuss current status of FPUs, vis-à-vis facilities, equipment, human resources etc. available;
- Adopt a participatory approach with key stakeholders, during all phases of the consultancy work, ensuring ownership of the process as well as of the final deliverables;
- Actively support in the organization and implementation of working sessions with FPUs and with relevant actors within PCP responsible for decision making related to identification of MSG and SOPs, with the participation of EUPOL COPPS;
- Actively support in the organization and implementation of working sessions with the participation of professionals working in the field of protection of women and girls victims of violence and under threat of life, in particular professionals (social workers, psychologists, lawyers etc.) working in shelters;
- Ensure that the MSG document reflects an approach that identifies the document as a steering tool for the amelioration of the existing FPUs and for the establishment of new ones;
- Gather from partners, particularly from Head of FPUs, all available material and information related to existing procedures, including those that constitute general practice of FPUs;
- Identify, with the support of FPU and UN Women, relevant stakeholders crucial for the discussion of MSG and SOP, and provide sound advice on identification of participants;
- Actively foster discussion during sessions with relevant key stakeholders and partners, including EUPOL COPPS, and provide expert advice on FPUs minimum standards and on gender sensitive operating procedures, relating to best practices and lessons learnt from countries with similar context, including the Jordanian model;
- Assist in liaising, with the support of PCP and UN Women, with Countries with similar context and well-established protection units, as to garner existing relevant documentation that can be revised and adapted to the Palestinian context;
- Actively assist in the development, with full support of PCP/FPUs and other PCP units as relevant, with the advice of EUPOL COPPS, and with the engagement of other relevant actors, of MSG and SOP;
- Ensure liaison with team working on FPU strategy and organizational structure and coherence among outputs being developed;
- Actively assist in preparing first draft, in line with outcomes of discussion sessions, of FPU MSG and SOP, for submission to UN Women and PCP/FPUs;
- Actively assist in the organization, with logistic support of UN Women and FPUs, of presentation of first draft of FPU MSG and SOP to relevant stakeholders, including FPU, EUPOL COPPS and UN Women, and any other stakeholder deemed necessary, upon previous approval of UN Women and PCP / FPU;
- Gather participants inputs, in writing, during presentation and, based on inputs received produce a second draft for discussion and finalization, upon approval of PCP/FPU;
- Submit to UN Women and PCP/FPU, together with international consultant, final MSG and SOP;
- Support Head of FPU, if and as necessary, and in coordination with international consultant, in presenting MSG and SOP to Chief Police for endorsement;
- Provide sound contribution to the drafting of all deliverables, as outlined below;
- Provide translation, whenever necessary, during meetings, discussion sessions and forum, to the international consultant;
- Revise quality of material translated into Arabic;
- Contribute to drafting final report to UN Women regarding the entire process of finalization of MSG and SOP, including challenges, lessons learnt and recommendations for the implementation of both documents;
- All the above is intended to be conducted in close coordination with the international consultant.

Required Skills and Experience
Education:
- Advanced University studies in Human Rights, criminology, law, sociology or related discipline.
Experience:
- At least 5 years of relevant professional experience in the field of security sector;
- Relevant professional experience in the establishment of police units will be considered an asset;
- Extensive and proved professional experience in the area of gender based and sexual violence and victims’ protection;
- Sound knowledge of the Security Sector in the occupied Palestinian territory.
Language Requirements:
- Arabic mother-tongue;
- Good communication skills (comprehension, written, and spoken) in English
