Duties and Responsibilities
The overall objective of the assignment is to provide technical support to UN Women offices both at HQ and the field to finalize baseline data for the new Strategic Plan. The consultant will support the process from devising the methodology to assisting UN women offices and units during the actual data collection process. The task includes a review of the Strategic Plan results frameworks including goals and outcomes and their corresponding indicators and targets. It also includes a clear mapping of steps involved in gathering baseline data, guiding the methodology for data collection and identification of sources of information. The consultant also provides substantive input to develop technical notes associated with each indicator.
Deliverables:
- An elaborated work plan that includes timeline and a proposed outline and methodology for completing the collection, validation and assembly of baseline data;
- Revised development results framework (DRF) and management results framework (MRF) that facilitates tracking and reporting on progress;
- Production of Technical Notes for all indicators;
- Compilation of baselines where needed using existing sources;
- Timely and high quality technical / help desk support to UN Women offices and units during data collection process.

Competencies
- Integrity: Demonstrating consistency in upholding and promoting the values of UN Women in actions and decisions, in line with the UN Code of Conduct;
- Cultural Sensitivity/Valuing diversity: Demonstrating an appreciation of the multicultural nature of the organization and the diversity of its staff. Demonstrating an international outlook, appreciating differences in values and learning from cultural diversity.
- In-depth knowledge of existing collections and initiatives to make available statistics and indicators related to gender equality at global and regional levels;
- Results based management and baseline data collection methodologies, including electronic tracking systems.
Planning and Organization:
- Ability to establish priorities and to plan, coordinate and monitor own work plan;
- Proven ability to work under pressure and produce output that are accurate, timely and of high quality.
Required Skills and Experience
- Advanced university degree (Master's degree or equivalent) in International Development, Gender or related area.
- Minimum 10 years of experience in the area of results based management, monitoring or baseline data collection;
- Professional work experience related to gender equality and women's human rights;
- Demonstrated experience of working with global, regional and national data on gender equality and women's empowerment;
- Professional experience in devising data collection methodologies for international organizations including UN bodies is an asset.
Language:
- Fluency in English is required;
- Knowledge of at least one additional UN language will be an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
