UNDP launched a new environmental project “Support to the development of a comprehensive framework for international environmental cooperation in the Republic of Belarus”. The overall objective is to introduce effective sustainable development patterns in Belarus, full account being taken of environmental issues and public participation in environmental decision-making processes at national and local levels.
Specific Objectives:
  • To enable harmonization of environmental legislation with the EU body of environmental law and best practices, namely in waste management, biodiversity conservation, water management and ecological certification of products.
  • To support dialogue between state environmental and communal authorities, industry, NGOs and other stakeholders for procedural development and agreement in the field of waste management.
  • To demonstrate principal elements of full cycle of municipal solid waste (MSW) management in two selected sites
  • To provide capacity-building for the local counterparts of two MSW management pilot projects, as appropriate to ensure their successful implementation.
  • To support biodiversity conservation in the Yelnya protected area – a preserve of republican level Yelnya - by means of capacity building of protected area management, and its sustainable use (development of ecological tourism).
  • To ensure maximum dissemination and replication potential in biodiversity conservation by inclusion of the interested NGOs and the concerned population in design and implementation processes of the pilot projects.
  • To ensure adequate awareness of environmental issues, both theoretical and practical, among Belarusian environmental NGOs, the general population, scholars / students and relevant governmental bodies in the fields of MSW management and biodiversity conservation / ecotourism development.

Duties and Responsibilities

The objective of the assignment is to provide successful implementation of the Mosty MSW management pilot project:
  • Assist in conducting a study in support of MSW management in Mosty
  • Assist in MSW landfill design and specification in Mosty
  • Assist in monitoring of the pilot projects’ MSW management systems in Mosty
  • Assist in conducting comparative study on MSW management before and after implementation of pilot projects in Mosty
The Thematic Consultant will be based in Mosty and provides assistance to Task Coordinator (MSW) in the implementation of day-to-day project activities related to MSW management pilot project elaboration and its implementation in Mosty. The project supports a number of activities with an output that would allow more elements of full MSW management cycle being put into operation in Mosty. It is envisaged that the Thematic Consultant will advise to and strengthen the knowledge of MNREP’s regional structure staff in to-day MSW management practice, and provide technical data for the MSW management pilot projects. The Thematic Consultant reports to and coordinates the work with Task Coordinators.
 
The Thematic Consultant (Mosty landfill) is responsible for:
Overall relevant component implementation:
  • Assist in conducting comparative study on MSW management before and after implementation of pilot projects in Mosty;
  • Organize a competition of local initiatives to develop technical solutions and preliminary project proposals for the MSW landfills in Mosty;
  • Assist in developing a reports on Mosty landfill equipment specifications and a conceptual design of Mosty landfill along with a proposal of intensified landfill sites development; reconcile the results with the local MHSOs;
  • Assist in developing specification of MSW management equipment;
  • Assist in providing monitoring of all necessary equipment acquiring transportation and installation, putting into operation;
  • Assist in developing at least 1 report on demonstration of feasibility and efficiency of the proposed elements of MSW management system in Mosty with the local MHSOs;
  • Provide the actual data and projections on MSW production and MSW treatment for the whole waste stream and main waste types;
  • Take part in elaboration of guidelines for assessment and projection of MSW production and MSW treatment for the whole waste stream and main waste types;
  • Assist in monitoring of the pilot projects’ MSW management systems.
Partnership building:
  • Ensure adequate information flow, discussions and feedback among the various stakeholders of the relevant project activities.
Component administrative support to the Task Coordinator and Project Manager:
  • Assist the Task Coordinators and foreign consultants in preparing and conducting different activities within the municipal solid waste management topical area (trainings, seminars, workshops).
Reporting
  • Assist in developing drafts of reports required by the relevant UNDP, EC and national procedures.
Staff supervision:
  • Guide and coordinate the technical work implemented by local project experts, if any;
  • Take part and assist the Task Coordinator and PR in preparing informational materials on municipal solid waste management issues for publishing and dissemination.
Other:
  • Undertake any other actions related to the project as requested by the Project Manager and the Task Coordinator.

Required Skills and Experience

  • University degree in environmental policy and legislation, waste management, or equivalent;
  • Practical experience of environmental protection or/and Municipal solid waste management (at least 3 years in either legal or engineering consulting services);
  • Relevant working experience in technical assistance projects is an asset;
  • Experience of work and cooperation with international organizations, state institutions, civil society in Belarus is an asset;
  • Knowledge of UNDP and/or EC rules and regulations is an asset;
  • Good writing and communication skills;
  • Good computer literacy;
  • Working knowledge of written and spoken English is an asset.
