Background

The Democratic Governance for Development (DGD) project supports Nigeria’s democratic process within the framework of Electoral Cycle Support and Deepening Democracy over the period, 2009-2015. The overall goal of DGD   is to help develop the capacity of national and sub-national institutions, networks and processes, whether governmental or non-governmental, as a contribution to the further entrenchment of electoral democracy and democratic governance in Nigeria. The project provided technical assistance to the Independent National Electoral Commission (INEC) among other critical stakeholders towards the 2011 general elections to deliver free, fair and credible elections.
 
Following the improvement in the 2011 elections, partnership between DGD and INEC is being strengthened to further position it to improve on subsequent elections. While developing the post-election phase of its support to INEC in this regard, DGD is supporting INEC to undertake a review of the Voter Registration exercise and the 2011 elections, identify specific issues to be addressed in the reform of the constitutional and legal framework of elections, the development of a strategic plan and organizational restructuring based on the experience of the 2011 elections. To facilitate this, DGD is supporting INEC and the office of the Chairman to recruit five consultants including a Technical Adviser on Media to the Chairman of INEC.
 

Duties and Responsibilities

Under the Administrative supervision of the Country Director and strategic direction of the Chairman of INEC, the Technical Advisor to INEC – Media – will carry out the following tasks:
  • Support the achievement of results outlined in the Elections Strategic Plan that relate to the work on the improvement of the capacity of the Public Information Office of INEC and the media component of the project.
  • Support and advise the INEC Chairman and the Commission on the development and implementation of a media strategy and public outreach as a part of the overall plan for organisational improvement.
  • Liaise with the media and structure sustained relationships and engagements between INEC and stakeholders including CSOs, political parties and the Nigerian public.
  • Provide requisite back up to the Chairman of INEC in the day to media and public outreach activities.

Deliverables:
 
The Technical Advisor to INEC – Media - is   expected to provide the following deliverables:
  • INEC media strategy with stakeholders including the CSOs, political parties, the media and the Nigerian public (January 2012).
  • Monthly media briefing on INEC progress in the achievement of organisational/institutional restructuring and implementation of strategic plan.
  • Regular press releases and background notes on the activities and operations of the Commission.
  • Prepare and submit five policy/options papers in support of improvements in the area of media and partnerships in the preparation and conduct of future elections.

Competencies

 
 
a)      b)      A good understanding of the social, economic, political and historical trends underpinning African and ideally Nigerian media environment.
c)       Excellent knowledge of the Nigerian media terrain and of the existing media networks.
d)      Proven track record of advising, organizing and supervising public awareness activities partnering with democratic organizations capacity building projects
e)      Skills in training, process facilitation, strategic planning and partnership building
f)       Strong skills in written communications in English particularly in preparing issue-based papers or reports.

EVALUATION - There will be a two stage evaluation as follows:
* Technical Criteria weight; [70]
* Financial Criteria weight; [30]\
  • Stage One (Technical Evaluation of Proposals) - All Individual Consultants proposals comprising the information/documentation provided as per 4 (a) – (c) will be evaluation to ascertain the suitability of the individual consultants to carry out the assignment. Candidates who obtain the minimum pass score of 70% of the full mark (100) will be considered technically compliant and their financial evaluations will be evaluated thereafter.
  • Stage Two (Financial Evaluation) – The financial proposals of all the individual consultants who obtain 70% at stage one of the evaluation will be evaluated.
Only candidates that obtain a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation. The maximum 30 points all be allotted to the lowest financial  bid, all other bids shall receive points in inverse proportion to the lowest fee e.g. [30 Points] x [Naira lowest] / [Naira other] = points for other proposer’s fees The award of contract shall be based on the individual consultant who receives the highest cumulative score.

Required Skills and Experience

Education:

  • Advanced University degree (Masters or PhD) or at least 15 years of relevant experience in media related areas, journalism and the Social Sciences.

Experience:

  • Minimum 15 years experience in journalism and media practice.erience in journalism and media practice.

Language:

  • Excellent spoken English is required as well as fluency in one Nigerian language
