Background

I. Organizational Context  

The project seeks to counter illegal logging and the illicit trade in forest products in Papua, Indonesia by strengthening the country’s law enforcement and anti corruption capacities.  More specifically the project seeks to strengthen the Special Responsive Police Forest Task Force (SPORC), improve the capacity of prosecutors and judges, and support civil society’s response to illegal logging and corruption.

The project also seeks to counter the enabling environment that corruption provides to illegal logging in Indonesia by strengthening the capacity of Indonesia’s anti-corruption agencies and law officials to investigate, prosecute and adjudicate corruption cases linked to forest crimes. Use of the anti money laundering regime to target the kingpins behind forest crimes will be a key output.

Under the guidance of the National Project Coordinator, the project field staff will be responsible for supporting the management, coordination and implementation of the project activities. The project assistant is full time contract to support the project operations within Papua.

 

Duties and Responsibilities

II. Functions / Key Results Expected

Summary of Key Functions:

  • Support to management of the IDNX14 project program

1. Support to management of the IDNX 14 project programme focusing on the achievement of the  following results:

  • Assist the implementing partners on project implementation in Papua.
  • Assist to ensure the project implementations are in line with the project objectives and delivered in a timely manner.
  • Assist to build and maintain good coordination and communication with all stakeholders in Papua, particularly judges, prosecutors, police officers, forestry officials at provincial and district level, NGO partner staff, and empowered community.
  • Assist to coordinate the involvement of local communities in project activities, particularly in Cycloop Natural Reserve area and monitor its impact.

2. Provide project administrative support focusing on achievement of the following results:

  • Conduct administrative tasks such as typing out and sending appropriate letters, forms, invitation and documents, managing the filing and storage, maintaining a calendar of events, responding to inquiries, as well as supporting logistics for related local meetings/trainings/workshops.
  • Maintain all office facilities for efficient communication and coordination with Jakarta.
  • Maintain appropriate records of project financial expenditure in the field and report them.
  • Contact list of individuals, entities and key government authorities involved in the project activities
  • Schedule and facilitate meetings with relevant stakeholders/authorities in relation to workshops/seminars/trainings in Papua
  • Report office expenditure in regular monthly.
  •  Collect and reported the financial and progress reports of implementing partners.
  • Record and submit minutes of meetings for all discussions held within Papua

3. Support project mobilization focusing on achievement of the following results:

  • Collect information on implementing partners
  • Prepare the implementing partners’ profile.
  • Report project resources.
  • Inventory relevant documents and maps on the illegal logging cases and corruption in forestry sector in Papua

4. Provide support to knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Participate in the workshops, seminars, training course and meetings.
  • Assist to build and maintain working relations with the Papua High Court, High Prosecutor Office of Papua Province, Papua Province Regional Police, Natural Resources and Conservation Office of Papua, Forestry Offices at provincial and district/municipality level

III. Impact of Results  

The key results have an impact on the overall success of the project objectives of UNODC project in Papua on countering illegal logging and the linkage forest crimes and corruption in forestry sector

Managing data

Required Skills and Experience

V. Recruitment Qualifications

Education: 

  • Diploma 3 in Law, Development or Social studies, and Forestry 

Experience: 

  • Minimum of 4 years work experience in project implementation on capacity building of law enforcement officers and forestry issues. A good knowledge of illegal logging issues in Papua is preferred 

Language Requirements: 

  • A good knowledge of English and Bahasa.  Knowledge of the local language is preferred.
