Background
The Governance Programme of UNDP Somalia consists of three pillars:
- Capacity building and institutional development
- Democratic governance (constitutional dialogue and elections)
- Local governance/decentralization
- Policy and legislative development
- Human resource management and development
- Public administration and financial management
- Rehabilitation of infrastructure and provision of essential facilities and equipment.
Substantial progress has been made in these areas but a great deal more effort is required to bring the machinery of government to operate at a level which can enable the country to meet the aspirations of the Somali people, particularly in the key areas of public administration, public financial management and service delivery.
Duties and Responsibilities
- Conceptualize, plan and manage UNDP support to public administrative reform and institution building
- Oversee proper implementation and internal monitoring of public administrative reforms
- Monitor and analyze the public administrative reform environment and advise on timely readjustments of strategies and activities
- Prepare and oversee implementation of quarterly work plans and budgets
- Strategically vision the scope and content of Public Administrative reforms and related institution building for Somalia, paying particular reference to system architecture (i.e. system design, demarcation of responsibilities, legal and regulation framework, skills and competencies development, etc.), and provide appropriate guidance and support to Somali counterparts
- Advise the UNDP Somalia Country Office on public administrative reform strategy for Somalia
- Provide policy briefings and participate to missions related to public administrative reform and institution building
- Conceptualize, plan, participate and coordinate periodic reviews and assessments of project implementation in public administrative reform and institution building
- Formulate coordinated approaches to administrative reform and institution building to maximize impact
- Advise on Somali national developments relevant to UNDP programmatic objectives in public administration and institution building
- Participate in various policy and partnership fora for the TFG, Hargeisa and Garowe administrations to ensure effective coordination of UNDP support with that of other stakeholders
- Encourage and facilitate the full participation of all counterpart Somalis and other stakeholders in order to promote Somali empowerment and ownership of the reforms
- Play an active role in policy advice, strategic thinking, knowledge sharing on issues of public administrative policy and legal reform
- Promote information sharing with the donor community by initiating and/or participating in consultative meetings and preparing briefs on public administrative reform and institution building progress and activities
- Promote flow of information and resources between and among the various national and local levels of governance to improve institutional effectiveness and cost effective service delivery;
- Develop strategy to coordinate overall UNDP support to public administrative reform and institution building vis-à-vis related reforms in local governance, including fiscal decentralization
- Conduct analytical work (e.g. institutional and risk analyses, capacity assessment, policy reviews) on public administrative reform and institution building, highlighting UNDP support and strategy.
- Advise UNDP in preparing for high level consultation meetings with donors and the TFG, Hargeisa and Garowe administrations on public administration and institution building assistance strategies
- Prepare UNDP position papers and UNDP resource mobilization strategy for discussion with relevant stakeholders.
Promote networking and knowledge sharing within UNDP and the UN System
- Ensure consistency between SIDP work-plans and interventions with those of other agencies engaged in public administrative and institution building reforms
- In close collaboration with all UNDP programme managers, develop strategic entry points to enhance interface and linkages among UNDP supported initiatives for maximum results in the field of public administration and institution building
- Be the focal point on public administrative and institution building reforms for the UNDP Country Office and UN Country Team
- Provide advisory support to UNDP corporate initiatives on public administrative and institution building reforms.

Required Skills and Experience
- Advanced university degree in law, public administration, economics, political science or related social science fields.
- At least 7 years of work experience in the areas of public administration, institution building, governance, legislative strengthening and decentralization
- Strong experience in policy formulation, legislative drafting and promoting capacity building and governance in multi-cultural environments
- Working experience in Somalia is an asset
- Excellent command of written and spoken English.
