Background

OHCHR has a project to establish a multi-sectoral framework for monitoring, reporting and evaluation of compliance with national regional and international commitments on gender equality.  The organization is in need of a consultant to manage the framework developemnt process in the Ministry of Gender, Labour and Social Development.

Objectives:

Following on from the highly productive 2010 meetings between the Ministry of Gender, Labour and Social Development of Uganda and the United Nations Committee for the Elimination of all forms of Discrimination Against Women (CEDAW), the Ministry seeks to develop a framework for monitoring, reporting and evaluating compliance with international commitments on gender and human rights. This framework will greatly enhance the structural capacity to report, monitor and evaluate achievements in relation to international human rights obligations to which Uganda has committed such as CEDAW, the Maputo Protocol, UNSCR 1325, UNSCR 1820 and the Goma Declaration.

Under the UN Joint Programme on Gender Equality, developed in collaboration with the Ministry of Gender, Labour and Social Development, the Office of the High Commissioner for Human Rights in Uganda and the MGLSD have developed a strategy for engaging in sustainable co-operation over the next four years (2011 – 2014). In 2011, the MGLSD has partnered with OHCHR in actions to advance gender equality, and seeks to engage a consultant to facilitate the process.

Methodology:

The Ministry of Gender, Labour and Social Development initially seeks to engage in a series of technical meetings to develop a baseline measure of Uganda’s current compliance with international obligations on gender and human rights. The MGLSD will host a three day meeting in Kampala in September 2011 for 40 delegates, primarily technical staff of government agencies, UN agencies, development partners and civil society organizations. The aim of this workshop is to work with the CEDAW Plan for Action and the National Action Plan for UNSCR 1325, 1820 and the Goma Declaration to develop an agreed framework of monitoring and evaluation, attached to specific budget lines, committed to by all responsible agencies. Three round-table discussions will follow the workshop to allow for further clarification and finalisation of the results framework and budget. The launch of the framework is planned for November 2011, to coincide with the first anniversary of the CEDAW delegation meeting.

 

Duties and Responsibilities

Scope of work:
Under the supervision of the Commissioner for Gender and Women’s Affairs and other MGLSD officials, the consultant will be required to:

  • Facilitate technical meetings to develop a baseline measure of Uganda’s compliance with CEDAW, the Maputo Protocol, UNSCR 1325, UNSCR 1820 and the Goma Declaration.
  • Consult and develop the agenda for the framework development workshop ensuring that it incorporates key issues and reflects the intended objectives of the workshop including liaising with presenters, studying relevant research reports and other documentation in advance of the meeting.
  • Coordinate, plan and organize materials, presentations and other arrangements necessary for the smooth operation of the workshop.
  • Organize and facilitate a three day workshop to agree on a framework for monitoring and evaluation of   gender related instruments, ensuring flow of the agenda, discussions and building consensus and commitment to specific measurable targets and budgets.
  • Facilitate follow up round table technical discussions to finalise the framework for action and budget.
  • Produce the monitoring, reporting and evaluation framework and attached budget in a document of publishable standard.

Required Outputs:

  • A baseline measure of Uganda’s compliance with CEDAW, the Maputo Protocol, UNSCR 1325, UNSCR 1820 and the Goma Declaration. This document will include a set of indicators that measure compliance with International Human Rights Instruments and the current record of the State in relation to these indicators. It will include a document of publishable standard and a presentation of the tool and current findings to the framework development workshop.
  • A Framework for Action, including monitoring and evaluation framework and budget, for meeting Uganda’s commitments under CEDAW, the Maputo Protocol, UNSCR 1325, UNSCR 1820 and the Goma Declaration. This framework will include commitments by each responsible agency for specific, measurable, achievable, realistic, time-bound targets on meeting human rights obligations on gender equality and non-discrimination. It will be a document of publishable standard and payment will be made following peer review.
  • An inception report at the beginning of the consultancy.
  • A process report highlighting issues and experiences in the whole process of coming up with the framework.

Timeframe

  • November 1st 2011 - Submission of Inception Report – 20% disbursement of fee.
  • November  25th 2011 – Baseline measure and completion of workshop - 20% disbursement of fee.
  • December 9th 2011 – Framework for action including M&E and budget – 40% disbursement of fee.
  • December 15th 2011 - Presentation of framework at official launch – 20% disbursement of fee.

Reporting

The consultant will be directly supervised by the Ministry of Gender Labour and Social Development until completion of the assignment.  In addition, a final report on the whole process will be required in addition to the outputs outlined in the timeframe section above.

Competencies

  • 3 years experience in monitoring and evaluation including previous experience in designing and implementing baseline studies. 
  • Strong experience and proven record in facilitating workshops, meetings and conferences.

Required Skills and Experience

Education:

  • Masters degree in law, economics, public health, psychology, statistics, gender and development or a related discipline.

Experience:

  • Minimum 3 years experience in monitoring and evaluation including previous experience in designing and implementing baseline studies.

Language:

  • Fluency in written and spoken English.
