Background

The Humanitarian Country Team and United Nations Country Team for Somalia have initiated a review of the extent to which the agencies have implemented policies to address Sexual Exploitation and Abuse (SEA).

Under the overall guidance of the Head of OCHA and under the direct supervision of the Senior Humanitarian Affairs Officer (OCHA), the PSEA Consultant will conduct a review of Protection from Sexual Exploitation and Abuse (PSEA) Somalia Network.

The main objectives of the review are to:

  • Promote accountability by providing a transparent baseline assessment of the extent to which PSEA obligations have been implemented, and to recommend how accountability for the implementation of such obligations can be strengthened in the future.
  • Enhcnce learning by identifying key challenges, gaps and needs within and across agencies and developing recommendations on how to address them.
  • Develop benchmarks that can be used to assist agencies to track individual and collective progress in the future.
  • Assess how well the PSEA Network as a whole is addressing issues and provide concrete recommendations for improvement and immediate implementation. 
 
Description of Responsibilities:

The Consultant will develop an approach paper and will be responsible for:

  • Develop a review framework and associated data collection instrument that measure the implementation of PSEA policies at the country level (Somalia).
  • Interview agency staff, affected populations, local authorities and institutions dealing with security and protection such as the police and other stakeholders.
  • Present the findings of the review to the HCT/UNCT, IASC and PSEA networks (Kenya and Somalia in view of the cross border issues) to assist in the development of an action plan.
  • Draft a Somalia PSEA Network report, including conclusions and recommendations.
  • Draft PSEA field-based Networks specific reports, including conclusions and recommendations.

Duties and Responsibilities

Expected Outputs:

I.     Somalia PSEA Network report which summarizes the conclusions reached and provides recommendations. The report will:

  • Determine how, where and with whom the PSEA Network can collaborate to improve implementation at Nairobi and field level;
  • Examine the effectiveness of the current PSEA Network architecture at Nairobi and field level;
  • Identify how to enhance accountability in both the short and long term period for the implementation of PSEA obligations;
  • Establish a robust, time bound PSEA follow-up mechanism.


II.     Field-based PSEA Network specific report for each location visited will be drafted, including conclusions and recommendations. The report will:

  • Assess cultural and gender challenges and gaps on reporting and appropriateness of raising awareness methods;
  • Develop an effective communication strategy for PSEA issues between the field and Nairobi;
  • Examine and measure the effectiveness of local non-government organizations to manage and enhance
  • PSEA reporting.

Required Skills and Experience

Education:
  • Masters degree in relevant discipline.
Experience:
  • Minimum 7 years of experience in International Organizations including UN agencies in humanitarian and protection field. Prior experience in formulation, implementation, monitoring and evaluation of protection and/or SEA policies/programs is an asset.  
Language Requirements:
  • Fluency in English essential and Somali or Arabic desirable.
