Background

The United Nations MDG Achievement Fund supports national efforts to reduce poverty and inequalities and accelerate progress on the Millennium Development Goals (MDGs). The MDG-F implementation methodology aims to foster national ownership and leadership over development processes while supporting civil society and citizen participation. All programmes build on the collective strength to the UN and seek to improve aid effectiveness and impact.

The MDG Fund works through in support of national Governments, local authorities and civil society towards:
  • Implementing joint programmes that strengthen public policy development and ensure measurable impact on MDGs.
  • Engaging in advocacy and mobilization efforts that keep the MDGs high on the political agenda
  • Learning through continuous monitoring and evaluation using these to scale up and inform future action.

Currently the MDG Fund supports 128 joint programmes in 49 countries of five regions around the world. The main areas of work are: gender equality and women’s empowerment, child nutrition and food security, youth employment and migration, economic governance, culture and development, conflict prevention and peace building, environment and climate change and development and the private sector. The MDG-F has a Secretariat based in New York that works directly with UN Country Teams in the various countries of operation.

In January 2010 the MDG-F global website was launched as a key mechanism for accountability and transparency demonstrating what impact the resources channeled through the Fund is having on people’s lives (www.mdgfund.org). This is a trilingual site which counts on the input of two web editors (Spanish and English) who are producing content emerging from the various programme interventions that the Fund finances at the country level. The website is build on Drupal and incorporates a content management system.

Currently there exists the need to refresh the design of the site and make design modifications/additions with emphasis on multi-media. The MDG-F is about to launch a social media effort and several of our online components need to be synchronized and coordinated in order to maximize results. In addition to design related elements, the MDG-F requires a reliable web master who will be able to provide all the technical backstopping a multi-lingual global website needs in order to function smoothly without glitches and bugs.

Duties and Responsibilities

Duties and Responsibilities:

Under the overall supervision of the MDG-F Advocacy and Communication Advisor and in coordination with the website editors and video analyst, the global MDG-F webmaster will be responsible for ensuring that the trilingual website incorporates all the multi-media design elements desired and runs without bugs and glitches. Periodic updates to these will be requested in response to opportunities as they arise. Clear linkages and smooth coordination between the global website, our Facebook, Twitter and Youtube efforts will also be ensured.

Specific Duties
  • Maintain and improve functionality of MDG-F global website on a day-to-day basis revising current functionality, identifying gaps and proposing solutions that allow for better workflow.
  • Work with MDG-F team to design and implement new website elements (multi-media) and features, including graphics and animation; making recommendations and taking action to improve design and functionality.
  • Coordinate the technical requirements for smooth interaction and operation with the MDG-F social media strategy including Twitter, Youtube, Facebook and the global website.
  • Debug issues that arise with the performance of the website.
  • Troubleshoot the site, including solving problems arising with content, links, navigation, translation functions, server access, browser compatibility, interface with MDG-F’s social media presence, etc.
  • Plan for future changes to the website.
  • Advise global web editor and website administrators on issues relating to content uploading and optimization for online deployment.
  • Monitor web server and site technical performance.
  • Together with Web team, advise on how best to increase traffic to the MDG-F website.
  • Implement search engine optimization strategies

Competencies

  • Proven experience managing complex multilingual global websites essential.
  • Thorough knowledge of Drupal 6.13 essential, as well as of Drupal updates.
  • Excellent web design skills, including knowledge of HTML editing, JavaScript, Flash, Fireworks, Dreamweaver and Photoshop essential.
  • Must be up to date in the latest web design technology.
  • Proven ability to design and implement multi-media elements.
  • Thorough knowledge of social media platforms, including maximizing website interface.
  • Must be able to work with Google Analytics to monitor traffic to website.
  • A thorough knowledge of Search Engine Optimization (SEO) techniques.
  • Good understanding of integrating/embedding video to a website. Video compression knowledge is essential. Knowledge of video editing skills would be considered an asset.
  • Flexible, collaborative attitude with proven experience working in a small team.
  • High level of commitment to solve issues as they arise.
  • Excellent communication skills, time management and attention to detail.
  • Availability during EST work hours and ability to respond quickly to technical issues that arise.
  • Availability to meet periodically with MDG-F Secretariat staff and website administrators to discuss design and functionality issues.
  • Ability to work with a tri-lingual global website ensuring that all three languages are up to date and well functioning.

Required Skills and Experience

Education:
  • University degree (Master’s degree or equivalent preferred) in Graphic Design, Graphic Communications Management and Technology, Design Management, Fine Arts, Media design, Web design or related area.
Experience:
  • Minimum 5 years experience in graphic motion design, advertising and communications.
Language:
  • Fluency in written and spoken English.

1.     Deliverables and Timelines:
  • Payments will be made on a monthly basis calculated on the basis of a maximum of 15 days (8 hour days) per month. Workload will vary from month to month depending on design elements that are being integrated and technical backstopping required.
  • Payments will be made on the satisfactory delivery of products and backstopping agreed upon by the Webmaster and Advocacy and Communication Advisor and set out in the work plan.
2.     Terms:
  • This job will require periodic interaction with the MDG-F Secretariat. The candidate does not need to be based in New York but does need to be available for these regular interactions. The cost of any travel will have to be borne by the incumbent not the Secretariat.

If shortlisted the Secretariat may ask the applicant to share one or various of his/her previous works to asses competencies and skills of the applicant.

4.    FINANCIAL PROPOSAL:  Lump sum contract:
  • Consultants shall specify in their proposal the lump sum for the cost of their services for a 2 month period in US dollars. Payments will follow on monthly installments for the duration of the contract, after certification of compliance of the terms and services agreed in the contract.
Technically Compliant Candidates will be requested to submit a financial proposal at a later stage. The Secretariat will do cumulative analysis in selecting the best candidate 70% for Technical and 30% for financial.

5.      EVALUATION - Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • * Technical Criteria weight; (70)* Financial Criteria weight; The Secretariat will do cumulative analysis in selecting the best candidate 70% for Technical and 30% for financial. Only candidates obtaining a minimum of 70% points would be considered for the Financial Evaluation
