Background

Organizational Context:

Given the current crisis in Somalia, OCHA has to scale up its support to the Humanitarian Coordinator in mobilization and coordination of an effective and principled humanitarian response. OCHA is particularly concerned about vulnerable communities and those at risk due to current drought and conflict. Under the leadership of the UN Humanitarian/Resident Coordinator for Somalia, OCHA maintains an office in Nairobi and a field presence inside Somalia. The primary objectives of OCHA Somalia include the following:

  1. Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including collection, analysis and dissemination of information and negotiation of access;
  2. Coordinate the implementation of humanitarian response in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate with a focus on strengthening the Cluster Approach;
  3. Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clan.

Objectives of the assignment:

Under the overall guidance and supervision of the Head of administrative and finance, the consultant executes varied and inter-related operational activities, ensuring high quality and accuracy of work. He/she promotes a client, quality and results-oriented approach. He/she works in close collaboration with the Administrative Unit in Nairobi to ensure consistent service delivery.

Duties and Responsibilities

Scope of work:

  • Maintain a selected number of administrative control records for commitments and expenditures, travel, insurance and procurement;
  • Extract and input data from various sources including administration, human resource, procurement and other UNOCHA systems;
  • Accurately extract, input, review and file data from various sources;
  • Review supporting documents, verify claims for action and compliance with administrative rules and regulations, and liaise with other offices as appropriate;
  • Design and update charts and tables utilizing graphic software;
  • Retrieve and archive a variety of statistical data from computer files, reports or from other sources for external use.

Monitoring and Progress controls:

  • Regular feedback to be provided by the supervisor.

Final product/Deliverables:

  • Well organized reports and /or records;
  • Well organized work with accurate information and databases.

Review/approval time :

  • The performance of the contractor will be reviewed on a regular basis to approve outputs prior to authorization of payments.

Competencies

  • Proficiency in written and oral English;
  • Excellent computer skills (Email, MS Word, Excel and Power point, online databases);
  • Strong communication skills.

Required Skills and Experience

  • Secondary Education with specialized certification in Administration or secretariat. University Degree in Business or Public Administration will be desirable, but it is not a requirement;
  • 5 years of relevant work experience in administration.
