Background

I. Organizational Context

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

With a strong collaboration with the Government of Indonesia (Bappenas and MoHA), UNDP is developing a decentralization project titled “Provincial Governance Strengthening Programme” (PGSP) to assist the government to address some of the key decentralization challenges. Designed in 2009 and implemented until 2013, PGSP works with both national and provincial governments, as well as —to some extent— also with district governments in Bangka Belitung, Gorontalo, and Nusa Tenggara Timur.

Managed under Decentralization Cluster of Democratic Governance Unit UNDP (DC-DGU, UNDP) PGSP is mandated to achieve three types of targeted output, namely [1] policy and regulatory framework (Output 1), [2] regional development planning and budgeting (Output 2), and [3] governance innovation (Output 3). These three outputs need not only to be translated into programs and activities at both national and sub-national levels, but also to be equipped by solid policy-oriented researches and analyses that contribute to the achievements in the three outputs.

Researches and analyses of PGSP are conducted by a group called “Policy and Research Group” (PRG). Housed at the Project Management Unit (PMU), the group is oriented to support the development of effective public policies via strategic researches and analyses in the fields of [1] public administration or public policy (research theme 1: decentralization policy framework), [2] public economics or development economics (research theme 2: decentralization and development alignment), and [3] public service management (research theme 3: decentralization and public service delivery). A special analysis is given to the status and role of provincial governor as the main core of PGSP activities.

1. Develop and maintain an updated database system on research theme 1 focusing on achievement of the following results:

  • Collection of relevant and updated both quantitative and qualitative database related to research theme 1
  • Collection of literature and policy documents related to research theme 1

2. Conduct research activities drawn from the research theme 1 focusing on the achievement of the following results:

  • Relevant research topics under the research theme 1
  • Proper research methodology in each research activity

3. Producespolicy papers, policy briefs, and other publications focusing on achievement of the following results:

  • Excellent policy papers relevant to research theme 1
  • Excellent policy briefs relevant to research theme 1
  • Excellent publication in other publication modes relevant to research theme 1

4. Conduct high profile public dialog, dissemination, and communication with various decentralization stakeholdersfocusing on achievement of the following results:

  • High profile public dialog with wide and accurate identification of relevant stakeholders
  • Effective dissemination and communication with measurable results

5.   Develop strong relationship with other PGSP activities to contribute to the substance of the achievement of Output 1 focusing on achievement of the following results:

  • Sound analysis and synthesis in linking of PGSP Output 1 and research theme 1
  • Excellent view and advice on the substance of PGSP activities under Output 1

III. Impact of Results

The key results have an impact on the overall PGSP Outputs achievement.  Accurate analysis and presentation of information enhances UNDP position as a strong development partner. The information provided facilitates decision making of the management.

Required Skills and Experience

V. Recruitment Qualifications

Education: 

  • Master degree in public administration, public policy, or government studies

Experience: 

  • At least five-year experience in undertaking policy research and advocacy works on decentralization issues in Indonesia
  • Proven research publications in academic journals or other academic dissemination media. Two examples of academic work in the area of public administration, public policy, or government studies need to be submitted along with the application letter.
  • Experience using computers and analytical research-related software packages
  • Excellent analytical and presentation skills as well as public speaking in formal settings
  • Proven leadership and facilitation skills;
  • Willingness and ability to travel and stay for periods of time in different parts of Indonesia; and
  • A network of contacts and familiarity in working with decentralization stakeholders
  • The ability to work on personal initiative and as a member of a team.

Language Requirements: 

  • Fluency in English and Bahasa Indonesia both writing and speaking.
