Background

Under the overall supervision of the Governance, Peace and Security Adviser, the Programme Analyst will support the advocacy and programming efforts of the Governance, Peace and Security team and in particular the activities associated with the global portion of a DFID-funded programme on peace building and prevention of SGBV.

Duties and Responsibilities

Responsibilities include a combination of knowledge and information management, policy analysis, and programme support.  He/she will undertake the following sets of duties and responsibilities:

Knowledge Management for the Governance, Peace and Security programme. This will include:

  • Ensure appropriate outreach and dissemination of knowledge outputs produced by the GPS section.
  • Ensure that UNIFEM staff is informed of GA and SC and other inter-governmental or inter-agency processes of relevance to their work (via a monthly update, via updates to the womenwarpeace.org Portal, via targeted messages).
  • Ensure that a knowledge exchange and development system is set up to link key areas of UNIFEM programming on GPS issues, in order to ensure comparative learning. Key amongst these areas of programming is the 6-country DfiD-funded programme: 'Supporting Women's Engagement in peace-Building and preventing Sexual Violence: Community-Level Approaches'.  Other relevant cross-regional programming may develop over time and require the Programme Analyst's energies to establish communications and knowledge development linkages.

Advocacy

  • Support the GPS team's efforts to improve implementation of SCR 1325 within the UN system through the development of evidence-based arguments for stronger accountability and reporting systems.
  • Support the GPS team's efforts to promote better response by UN actors to the problem of sexual violence during and after conflict
  • Maintain a watching brief on events and knowledge development in the arenas of community approaches to peace-building and the prevention of SGBV.  To this end, produce occasional conceptual updates or briefing notes, attend relevant workshops, or organize gatherings (workshops etc) to advance learning in this field, or to promote better programming.
  • At the direction of the Chief of the GPS section, ensure UNIFEM's participation in relevant inter-agency and inter governmental forums and liaise with NGOs, UN agencies and other project partners on gender, peace and security issues. 

Programme Support in key GPs programming areas or programme support functions:

  • Develop a consolidated workplan/schedule to ensure timely delivery of outputs by the global team as well as country teams
  • Provide support to the development and upkeep of monitoring systems and support field offices in identifying evaluators and designing TOR;
  • Track budget changes in GPS programming areas to ensure timely disbursement of funds
  • Support field offices in constructing donor reports on operational activities in GPS areas, where requested

Competencies

  • Knowledge of conflict prevention, conflict resolution and peace building, particularly via community initiatives. 
  • Knowledge of mechanisms for preventing SGBV.
  • Familiarity with the UN system's rules and procedures. 
  • Familiarity with UNDP Atlas system and Prince 2 is an asset.
  • Managerial, organizational, budgeting, results-based management, and negotiating and communication skills. 
  • Maturity, ability to take decisions under pressure and ability to deal with matters that are politically or culturally sensitive.
  • Ability to work as a member of a team. 
  • Excellent writing and communication skills.

Required Skills and Experience

  • Advanced University degree (Masters Level) in social sciences, Politics and/ or international affairs (i.e. international development studies, gender/women's studies, human rights and humanitarian issues), development planning, statistics or related technical field. 
  • At least three years experience in the one of these fields: human rights, conflict prevention, humanitarian issues, gender and development.  Programme and policy analysis, strategic planning and field experience in conflict situations.
  • Experience with women's organizations internationally and in the field desirable.
  • Three years of progressively responsible professional project management and monitoring and evaluation.
  • Fluency in English is required. Fluency in French is a significant asset.
