Background:
 
A number of donor partners have played an important role in supporting the legal sector in Zanzibar. However, poor donor coordination of the limited resources amongst donors seeking to assist the legal sector has led to duplication of assistance in some areas and gaps in others. This calls for a donor mapping to ensure that the RGoZ generates a clear picture of actual and potential development assistance. This will facilitate better aid coordination and improve alignment with RGOZ priorities as aticulated in the national development plans and Ministry strategies. Specifically, and in the light of the Legal Sector Reform in Zanzibar, donor mapping will support resource mobilisation around the activities in the Legal Sector Reform Strategy.

Duties and Responsibilities

 
The Donor Mapping Exercise (DME) will provide further support to the work of Legal Sector in Zanzibar, particularly in the preparation, planning and development of the Legal Sector Reforms and the monitoring of the adherence to Paris Declaration principles in Zanzibar.
 
The purpose of the DME would be to track, monitor, analyze and prioritize aid rendered to the legal sector in Zanzibar by the international donor community, and thereby serve as a valuable planning and monitoring tool for the RGOZ, MoJCA and members of the donor community.

 

 

Competencies

  • Knowledge of Zanzibar administrative structures, political context and development priorities as well as Zanzibar’s donor composition and structures.
  • Understanding of aid effectiveness instruments as well aid effectiveness practices in different countries and their applicability to the Zanzibar context.
  • Good research and analytical skills, including data gathering and analyzing information using both qualitative and quantitative methods.
  • Ability to work in multi-disciplinary and multi-cultural teams.
  • Demonstrates professional competence and its conscientious and efficient in meeting commitments, observing deadlines and achieving results.
  • Ability to present complex issues persuasively and simply.
  • Ability to contextualize global trends in accordance with the dynamics of the operating (working) environment.
  •  Excellent communication skills, including the ability to write clearly and succinctly and communicate effectively and persuasively with diverse audiences and partners.
  • Strong organisational skills.

Required Skills and Experience

Education:
  • Masters Degree or equivalent in Social Sciences including law, international law political science, international relations, international development or any other related qualifications.
 
Experience:
  • Minimum 5 years of professional experience in the field of access to justice required.
  • Demonstrated previous experience in donor mapping exercises.
  • Experience in research and analysis and in working with government officials, donors and civil society organizations in donor-funded projects.
 Language requirements:
 
  • Fluency in English is required.
  • Knowledge in Swahili desirable.
