Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

Organizational Context

Under the overall guidance and direct supervision of the Project Manager, the Project Officer assumes responsibility for the management of various project components.

 

Duties and Responsibilities

Functions / Key Results Expected

The project officer will be responsible for managing several components and activities of the project and ensuring that partners and sub-contractors engaged in the project are implementing activities as agreed. 

Planning

  • Contribute to developing quarterly work-plans and expenditure-plans for the project, based on the agreed annual work-plan.
  • Support the strategic development of the project through identification of project opportunities and risks
  • Contribute to the refinement and reformulation of planned project outputs and activities, where necessary

Implementation

  • Prepare Terms of Reference (ToR) for required inputs (individual consultancy services, Responsible Parties, procurement of goods, organization of training, seminars, etc.), and providing expert technical support as required.
  • Mobilize competent national and international experts that are needed by the beneficiaries of the projects, following the work-plan and activities that are supported by the project;
  • Follow-up and ensure that required inputs from other suppliers are processed in a timely and transparent manner.
  • Review project resource requirements and provide advice to the Project Manager on the need for budget adjustments and revision.

Monitoring and Evaluation

  • Monitor project progress against annual and quarterly work plans and budget plans.
  • Monitor and evaluate activities implemented by partners.

Reporting and Audit

  • Prepare sections of project progress reports (quarterly and annual / financial and substantive) against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets, and inputs provided by the project.
  • Contribute to the final project report, with an analysis of progress towards expected results as defined in the project document and subsequent work plans and budgets.
  • Maintain a systematic filing system of key documents (in hard copy and soft copy) in line with audit requirements.
  • Assist in closing projects operationally and financially in accordance of rules and regulations of UNDP and in close coordination with implementing agencies.

Knowledge Management

  • Ensure that relevant project outputs, best practices and lessons learned are captured and disseminated, complying with the quality requirements of the implementing agency, UNDP and other donors.

Networking and Coordination

  • Identify, establish and maintain relationships with local actors, national and international networks that could provide technical and advisory support to efficient and effective project implementation.
  • Assist the Project Manager in organizing coordination meetings with project partners, donors, UNDP, etc. as required.

Impact of Results

Project implementation in line with the objectives of the project and UNDP rules, regulations and procedures is critical to ensure the achievement of UNDP Country Programme outcomes. A client-oriented and efficient approach has a positive impact on the image of UNDP Country Office.

Required Skills and Experience

Education: 

  • Minimum Bachelors (S1) or preferably Masters degree (S2) or equivalent in Law, Business Administration, Public Administration, Economics, Political Science, Social Sciences or a related field.

Experience:

  • Minimum 2 years (for holders of Masters degree) or six (6) years (for holders of Bachelors degree) of relevant experience at the national or international level in development areas.
  • Prior project officer experience.
  • Demonstrated knowledge and experience in working on improving access to justice and pro-poor justice sector reform.
  • Familiarity of the UNDP system, rules and procedures is an advantage.
  • Experience in the usage of Microsoft office suite, including excel, and the handling of web-based management systems such as ATLAS.

Language Requirements: 

  • Fluency in written and spoken English is required and working standard Bahasa Indonesian is preferred.
