Background

The Asia-Pacific and the Arab States (AP/AS) section currently has a very broad geographic coverage that stretches from North Africa to the Pacific and to Northeast Asia.  It includes countries with the largest populations in the world - China, India, Indonesia - plays host to over two thirds of the World's poor.  Although the region has done well economically in the past, human security is emerging as a major issue with the some of the biggest conflicts taking place in the region - i.e., Iraq, Afghanistan, Palestine,  Timor-Leste.

With these emerging concerns, five sub-regional offices in Amman, , Delhi, Bangkok and the Pacific, all which are supported by the AP/AS Section, have been very successful in leveraging resources from donors. Cost sharing funds have increased to $16 million in 2006 and $27 million in 2007 and it is projected at least around $37.8 million in 2008 based on cost sharing agreements signed and the latest increase rate in contribution to UNIFEM. The region has some of UNIFEM's largest programmes including the Afghanistan programme ($15 million), the South East Asia CEDAW programme ($7 million), Women Migrant Worker Programme ($5 million), the South Asia trafficking programme ($3 million), and the Arab States Human Rights programme ($2.5 million).  Palestine programme is reaching to several million dollars.  

Accordingly, the number of donor reports has increased to 30 in 2006, 56 in 2007 and they were spread throughout the year. In 2008, it is estimated to have 75 donor reports spread over the year.

Reporting is one of the important aspects of resource mobilization and this requires special focus and time to ensure quality reports are being submitted on a timely basis. Due to the large number of donor reports, the section urgently needs a Reporting Specialist so that the section can provide time bound substantive responses that have critical resource mobilization implications.  This position reports to the Section Chief.

Duties and Responsibilities

The Reporting Specialist will carry out the following key tasks in close coordination and consultation with the Programme Specialists, and the Chief where appropriate:

  • In close coordination with the Programme Specialists, finalize donor reports and publications, liaising with sub-regional offices (SROs) to get inputs and SPC for clearance, in order to improve the content with a strategic view.  In this connection, regularly update and maintain donor report calendar as per cost sharing agreements, remind SROs of timely submission of draft reports, make follow-ups with SPC for timely submission of finalized reports to donors. Keep respective SROs informed of progress. 
  • Pull information together on selected topics and package it for reports, talking points and briefing papers, when requested.
  • Develop a brief guide on result-based donor reports for SROs, summarizing findings from draft donor reports and coordinating with SPC.
  • As a part of Section's knowledge sharing efforts, organize inter-SRO workshops on selected topics, as guided by the Chief and/or Programme Specialists.  
  • Edit annual and six monthly reports and publication draft sent from SROs as well as those of the Section.  
  • Support for any other task as required by the Section depending on workload.

Required Skills and Experience

  • Masters degree in development studies or related areas
  • Minimum of five years of experience working in the area of international development
  • Strong conceptual and writing skills
