Under the direct supervision of the Operations Manager, and also the guidance of Deputy Country Representative, the ICT Support Associate provides ICT services, implements ICT management systems and strategies, backup and data protection, assists in installation, updating and upkeep of ACO website, provides daily technical support to users of information management tools and technology infrastructure. The ICT Support Associate promotes a client-oriented approach.

The ICT Support Associate works in close collaboration with the Front Office, Management Support and, Programme and Operations teams in the ACO and UN-WOMEN HQ and UNDP  ACO staff for resolving complex ICT-related issues, collaborates with Regional ICT Officers (RIO),.

Duties and Responsibilities

Functions/Key Results Expected:
Summary of key functions:

Serves as ICT Associate with UN Women, Afghanistan Country Office with the responsibility for planning and executing all necessary IT requirements and acting as a help desk for the UN Women staff in matters related to IT and Communication. In addition, the Employee acts as a focal point and provides the necessary support to all UN Women Field offices, under ACO area of responsibility, if required.

1. Ensures implementation of ICT strategies and introduction/implementation of new technologies, focusing on achievement of the following results:

  • Compliance with corporate information management and technology standards, guidelines and procedures for the ACO technology environment.
  • Participation in development and implementation of ICT annual plan and Standard Operating Procedures in ICT services.
  • Provision of support to the use of Atlas (UN-Women’s implementation  ERP) functionality for improved business results and improved client services

2. Ensures effective functioning of the ACO hardware and software packages, focusing on the achievement of the following results:

Local Area Network (LAN)

  • Ensure that Back-up procedures are followed and all data are safe. Three levels of security back-up should be
  • developed and maintained.  
  • Management of the Local Area Network in line with UN Women policies, standards and procedures.
  • Ensure the LAN is properly maintained and good practices of the UN Women/UNDP are followed.
  • Pro-actively advice on the regular maintenance and possible development of LAN.
  • Set up and maintenance of the UN Women ACO local intranet as well as the local network infrastructure.
  • Undertake regular technical test, software upgrades/updates including antivirus.


Hardware/Software

  • Development and maintenance of UN Women tool/databases for internal use of the Management, Operations, and
  • Program sections.
  • Manage and maintain the UN Women server room and all equipment installed.
  • Set up and maintenance of work stations for UN Women staff.
  • Service, repair, clean-up and upgrade of the different IT and communication equipment.
  • Trouble shooting.
  • User support as Help Desk.
  • Advice on purchase and installation on hardware and software.


3. Ensures efficient networks administration, focusing on achievement of the following results:

  •  Monitoring of the network connection on a daily basis to ensure a stable and responsive network environment.
  •  Frequent contact with internet service providers to ensure a high quality of services in respect of contract
  •  Trouble-shooting and monitoring of network problems. Ensure that the UN-Women desktop and network
  • resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks
  •  Response to user needs and questions regarding network access.
  •  Maintenance of up-to-date parameters of information for the network clients and electronic mail.
  •  Implementation of backup and restoration procedures for local drives. Maintenance of backup logs. Organization of off-site storage of backups. 
  •  Maintenance of measures in place for business continuity and disaster recover processes and procedures
  • including backup and restoration of both server and local storage facilities.

4. Provides web management services, focusing on achievement of the following results:

  • Support to the maintenance of the ACO websites and Intranet.
  • Trouble-shooting and monitoring of websites for UN-Women


5. Provides administrative support, focusing on achievement of the following results:

  • Provision of advice on and assistance in procurement of new ICT equipment for the ACO and projects, provision of
  • technical specifications and information on best options in both local and international markets, review of quotations and bids
  • Maintenance of an up-to-date inventory of the software and hardware
  • Maintenance of a library of ICT related reference materials
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Administration and Procurement Teams. 
  • Provision of ICT support to key events.
  • In tandem with procurement focal point, liaise with IT equipment suppliers and control the delivery of goods and services

6. Ensures facilitation of knowledge building and knowledge sharing in the ACO, focusing on achievement of the following results:

  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
  • Identifying staff IT capacity building needs, then developing and implementing effective training programmers to address the identified skills gaps.
  • Participation in the organization of training for the ACO staff on ICT issues.
  • Maintenance of staff training profiles.
  • Synthesis of lessons learned and best practices in ICT.
  • Sound contributions to knowledge networks and communities of practice.

7. Ensures Development and maintenance of Telecommunication system in ACO, focusing on achievement of the following results:

  • Advise on purchase and installation on telecommunication equipment.
  • Plan, install and maintain all communication systems including mobile and sat phones.
  • In liaison with Logistician, supply all the necessary IT & Communication equipment to any newly recruited staff
  • members including the related training.
  • Give a back-up to the Logistician regarding the management and maintenance of Communication equipment that
  • are loaned to UN Women staff.
  • Check the working condition of the equipments as soon as it is returned to the office.
  • Acting as a focal point and providing the necessary support related to IT and Telecommunications to all UN Women
  • supported field offices under ACO area of responsibility.
  • Assist in maintaining the UN Women electronic filing structure under the Y Drive. Carry out any other duties that may
  • reasonably or exceptionally be required to ensure the smooth operation of UN Women ACO work

Required Skills and Experience

Qualifications:

  • High School education with relevant certifications in hardware and software management and application (Microsoft
  • Certification, Cisco Certification), OR University Degree in Computer Science . Cisco Certified Network Administrator
  • (CCNA) and Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it
  • should be obtained within 6 months.
  • High school with 5 to 7 years of relevant working experience, including network administration, management of
  • hardware and software platforms, telecommunications facilities, knowledge of Windows-based
  • packages/applications.
  • Bachelor with 3-5 year relevant working experience in above mentioned fields

Language Requirements:

  • Fluency in written and speaking English and local language Dari and/or Pashto.
