Background

The Ministry of Women’s Affairs (MOWA) through the Partnership for Gender Equity (PGE) Project, funded by UNDP, aims to build the gender mainstreaming capacity of the Ministry of Women's Affairs and line ministries to mainstream gender into national policies, programs and institutions.
 
PGE has provided technical support to line ministries to establish Gender Mainstreaming Action Groups (GMAG) and develop Gender Mainstreaming Action Plans (GMAP). By the end of 2007, 11 line ministries had developed their GMAP. However, there is still a clear need from the GMAGs for continued technical support from PGE to strengthen their capacity as well as to assist in the implementation of their action plans.
 
The MoWA/PGE is now looking for a Gender Mainstreaming Officer to support the MoWA to coordinate and facilitate the work related to GMAG and GMAP implementation.

Duties and Responsibilities

THE KEY DELIVERY OUTPUTS:
  1. Selected line ministry GMAGs have developed detailed action plans and funding proposals based on GMAPs
  2. Funding proposals are used for resource mobilization and implementation
  3. Cambodia Gender Assessment (CGA) disseminated at both national and sub-national level
  4. Capacity development of GMAGs and MOWA
ACCOUNTABILITIES AND REPORTING SYSTEM: 
 
The GMAG Officer will work under the overall guidance of the National Project Director (NPD). S/he will work under the direct supervision of the Project Manager (PM) with the technical support from the Senior Policy and Management Advisor (SPMA). The GMAGs Officer will be responsible for delivering the four key expected outputs mentioned above. S/he will work closely with the MoWA counterparts and the Department of Gender Equality staff to deliver these outputs.  S/he will report directly to the PM. S/he will report on a monthly basis on the work covering progress, constraints and recommendations for addressing constrains. S/he is expected to work in close collaboration and coordination with others PGE team members.
 
 
SPECIFIC DUTIES:
 
Under the overall guidance and support from the PGE Project Manager, the GMAG Officer is expected to carry out the following set of tasks.
  • Coordinate and facilitate the development of detailed action plans & funding proposals for selected line ministry GMAGs (MoInfo, SSCS)
  • Assist MoWA to work with selected line ministry GMAGs in developing detailed action plans & funding proposals around selected topics
  • Assist in the recruitment of short term gender experts and work with short term gender experts to assist line ministries in analysing and preparing the detailed action plans
  • Assist MoWA to work with the selected GMAGs to coordinate and advocate with Government ministries, donors and development partners for the implementation of the GMAPs
  • Assist in the preparation of policy advice for senior management in the area of expertise.
  • Coordinate and facilitate the dissemination of the CGA at national and sub national level
  • Assist MoWA in organising discussions, presentations and workshops as requested
  • Support capacity development of PMG (Priority Mission Group), MoWA and LM staff in the above three areas by carrying out the following set of tasks
  • Facilitate the development of performance and learning targets on basis of a training needs assessment of key MoWA staff 
  • Organise trainings according to learning targets in advocacy, gender indicators and gender responsive reporting
  • Other tasks as requested by the PGE management team

Competencies

 

Required Skills and Experience

  1. Cambodian national with leadership skills, strong inter-personal skills, team spirit and initiative
  2. Master Degree or equivalent in Social Science, Development Studies, Public Administration, Gender Equality and Development or other related fields
  3. Five years of relevant working experience, preferably in gender mainstreaming and empowerment of women
  4. Five years experience in policy and strategy development and implementation
  5. Experiences and skills in advocacy and training
  6. High proficiency in Khmer and English including capacity to make presentations and spontaneous interventions in English
  7. Computer skills and experience in word, excel, power point, office, etc
