Background

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, operational since January 1 2011, works towards accelerating the United Nations’ goals on gender equality and the empowerment of women.
UN Women supports innovative and catalytic programmes, advocacy, and technical assistance related to women’s human rights in countries throughout the world as part of the overall UN development cooperation system.

The purpose of these terms of reference is to recruit a senior consultant with extensive experience in Monitoring and Evaluation and project methodologies. The Consultant will work as part of the team managing the “Securing Rights and Improving Livelihoods of Women” project under the overall guidance of the National Programme Manager and the direct supervision of the Project Officers.

The consultant will technically support the programme’s team in ensuring systematic monitoring and evaluation of the project, including revising the logical framework of the project’s components put in place an effective M&E system; design case studies; prepare progress reports to donors and support mid-term and final evaluations of the project and draw lessons learned.
The consultancy’s main objectives to:
  • Develop case studies of UN Women project;
  • Finalize UN Women Project and donor reports;
  • Prepare and implement guidelines for the project’s monitoring and evaluation.

Duties and Responsibilities

  • Assist the Project Officers in monitoring, documenting and reporting on program initiatives;
  • Lead all the M&E activities of the different initiatives, including but not limited to drafting M&E plans, and conducting researches or midterm / final evaluation;
  • Participate in the development and reviewing of Program reports and provide support for program team in developing and collecting needed data for report writing;
  • Updating donor reporting Schedules and working closely with program Managers to ensure adherence to donor reporting requirements;
  • Conduct periodic spot checks to ensure proper documentation for program initiatives and data verification;
  • Support the development and implementation of the M&E systems within departments including writing relevant M&E sections in proposals and the development of log frames for new initiatives;
  • Prepare consolidated progress reports for project management including identification of problems, causes of potential blockages in project implementation, and providing specific recommendations;
  • Assure that integrated Planning, Monitoring, Evaluation system is prepared and in place to provide strategic priority and realistic plan of activities for M&E of the project;Monitor the performance of the project and make sure that data for key indicators are collected and analyzed;
  • Coordinate with the Monitoring and Evaluation Officers of UN Women Country Office to ensure alignment of monitoring and reporting procedures within projects.

Required Skills and Experience

Education:
  • An advanced university degree in a development or social sciences related areas – Political Science, Economics, Law, Public Policy, Development Management, International Relations etc.
Experience:
  • A minimum of 5 years, professional experience in M&E and case study writing.
Language:
  • Fluency (written and verbal) in English and Arabic required.
