Background

UNIFEM has significantly expanded its work in Latin America and the Caribbean Region (LAC), as well as in Africa on addressing poverty and inequality, while promoting gender equality women's empowerment and women's rights.  During this time the Government of Spain has been a key partner in expanding UNIFEM's role in these regions by substantially increasing its support for programming, as well for UNIFEM's global work on women's rights.

To strengthen the collaboration with its Spanish partners on reducing poverty and promoting gender equality, UNIFEM now wishes to create a position of a Liaison Analyst.  Under the supervision of UNIFEM's Outreach and Business Development Team  (OBDT) and reporting to the OBDT Advisor, the Liaison Analyst will support UNIFEM's poverty programming, while maintaining the relations with the Spanish Government in following up with Framework Agreements and its included programs, as well as the agreements resulting from the annual Comision Mixta meetings.

Duties and Responsibilities

  • Support the coordination and implementation of the Regional Program on Poverty, in relation with the relevant UNIFEM Offices in Brazil and other subregions, as well as with Spanish and Regional experts and partners involved in the execution of this program.
  • Maintain regular communication with AECI regarding the Program's implementation, reporting, results, and dissemination of information.
  • Support and participate in the organization of events in Spain and the region to share the Program's achievements.
  • Provide support and recommendations in reviewing UNIFEM Project proposals, instruments and reports related to poverty programming.
  • Follow up the Framework Agreement with the Secretary of State for the International Cooperation and the Comision Mixta with AECI related to the UNIFEM Programs and JPOs (2004-2008). Facilitate negotiations with AECI for funding of UNIFEM' programs
  • Maintain relations with UNIFEM partners in Spain in Government, Civil Society and Academia, including Parliamentarians, General Secretary of State for Equity Policies and with the Special Delegate of Spanish Government for Violence against Women (Ministry of Employment and Social Affairs), the Spanish Institute of Women, Fundacion Carolina, UNIFEM National Committee, Comunidades Aut¢nomas and other UNIFEM supporters.
  • Explore funding opportunities including with the decentralized cooperation and private foundations and organizations.
  • Advocate for UNIFEM's participation in key Ibero American, African Women, and gender related events, participate when possible and requested representing UNIFEM.
  • Organize and facilitate (accompany) visits of UNIFEM representatives staff to Spain, including composing trip report with follow up recommendations after visit.
  • Provide briefing notes on relevant information and policy change related to Spanish collaboration and political environment.

Competencies

  • Familiar with UN conventions related to human rights and gender equality and/or UNIFEM principles and operations, as well as programming.
  • Knowledge and experience of international and bilateral cooperation

Required Skills and Experience

  • Masters or equivalent in Social or Political Science or  International Relations or equivalent  with studies in gender and economics a plus
  • A minimum of three years of experience in project design and implementation especially related to gender equality and poverty reduction.
  • Fluency in English and Spanish is required
