Background

UNIFEM is starting a new programme titled: “Women Building Peace and Human Security in the Western Balkans”. This Programme builds on prior UNIFEM work in Kosovo since 1999 and is a logical follow-up to two UNIFEM programmes implemented in Kosovo, and sub-regionally, during the period 2005-2007. The Programme has two broad components: gender-sensitive security sector reform and women’s engagement in peace processes at all political and social levels. Activities will include working with security sector actors and other relevant public authorities to implement UNSCR 1325 as well as supporting civil society advocates to lobby for ensuring gender equality in public and private life.  The UNSCR 1325 is complementary to other international instruments on gender equality such as CEDAW and helps broaden the scope of the convention’s  application by clarifying its relevance to all parties in conflict situations and in peace.
 
Objective of the Engagement:
 
UNIFEM and the UNMIK Office of Gender Affairs (OGA) support the request of the CEDAW Committee for a report on the implementation of CEDAW in Kosovo by June 1, 2008.  To this end, the OGA and UNIFEM jointly agreed to:
  • Provide technical assistance in developing an action plan for the process of drafting the report.
  • Support the Kosovo Government’s Agency for Gender Equality on this endeavour, as well as other relevant stakeholders, on the preparation of the initial report to CEDAW.
  • Provide assistance in the preparation of the report that will include but that will not necessarily be limited to technical assistance, capacity building, training, and mentoring.
  •  Provide support for the Kosovo Government’s drafting and submission of the report.
The Agency for Gender Equality (AGE) is leading the process for the compilation of the first official report on the implantation of the Convention for the Elimination of All Forms of Discrimination against Women (CEDAW). AGE is established by the Law on Gender Equality to oversee the implementation of the law and the implement the Action Plan on Gender Equality.

Duties and Responsibilities

The Consultant will review with Agency for Gender Equality staff and the CBEI Advisor on Gender Equality the official draft of the CEDAW report which will be available in pre-final form and make recommendations as to necessary changes, which will be  incorporated in the content before finalization. The consultant’s work will include:
  •  Review the draft initial CEDAW report developed by AGE (3 days)
  • Development of  recommendations and checklist to guide the finalization process
  • Participateation as a resource person in the finalization process of the CEDAW report in Kosovo (3 days)
  • Provision of a half day workshop on CEDAW to the UNIFEM partners ( 1 day)
  • Preparation of a narrative report on activities undertaken, results achieved and challenges identified

Competencies

  • Experience in work on protection and promotion of women human rights and gender equality
  • Experience in working with international institutions in the field.
  • Extensive knowledge of CEDAW
  • Familiarity with activities related to reporting under CEDAW
  • Knowledge of Kosovo governmental institutions and legislative framework.

Required Skills and Experience

  • Advanced university Degree in Development Studies, Social Sciences, Business Administration or any other related field
  • Excellent writing, editing and communications skills in English
  • Knowledge of Albanian and Serbian an asset
  • Good project planning skills.
