Background

UNDP is a key partner to the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and serves as Principal Recipient (PR) of last resort. In December 2012, the Country Coordinating Mechanism/Steering Committee requested that UNDP Asia Pacific Regional Centre (APRC) assume the PR role for the Phase 2 of the Multi-Country South Asia Regional HIV Grant (MSA grant/ programme). The overall goal of the grant is to reduce the impact of HIV on men who have sex with men (MSM) and transgender people. In its role as the PR, UNDP is responsible for the financial and programmatic management of the Global Fund MSA grant as well as for the procurement of pharmaceuticals, health and non-health products. The grant will support regional advocacy initiatives and country-level advocacy and capacity building activities with civil society partners in Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. Afghanistan and Pakistan also have HIV service delivery components. Country sub-recipients (SRs) include Youth Health and Development Organization (Afghanistan), Bandhu Social Welfare Society (Bangladesh), National AIDS Control Programme (Bhutan), Blue Diamond Society (Nepal) and Naz Male Health Alliance (Pakistan); with SRs to be selected for India and Sri Lanka. In addition, UNDP will also implement important regional initiatives with regional community SRs - Asia Pacific Coalition on Male Sexual Health and Asia Pacific Network of People Living with HIV/AIDS.

UNDP‘s management role consists of ensuring successful implementation of grant activities by SRs ensuring programmatic and financial accountability and capacity building of national and international counterparts on programme, monitoring and evaluation (M&E) and financial management.

Under the guidance and supervision of the Grant/Programme Manager, the M&E Analyst contributes to the effective implementation of UNDP’s M&E policy and ensures that minimum M&E requirements for the programme are met. The M&E Analyst contributes to the design of and implements the Programme M&E Plan including conducting monitoring activities, and designing and managing thematic and cross-cutting evaluations. The M&E Analyst also ensures that data and findings from monitoring and evaluations are used for improving the programme implementation and design and contributing to improving its priorities and results. In addition, the M&E Analyst also performs quality assurance functions to ensure the quality and compliance of the programme with UNDP and the Global Fund’s rules and procedures for efficient and effective programme management.

The M&E Analyst liaises with the Grant/Programme Manager and Policy Advisor at APRC regarding M&E approaches and methodologies, ensuring that UNDP meets the minimum requirements for M&E, including the conduct of mandatory project evaluations. The M&E Analyst works in close collaboration with the Programme Management Unit, staff and consultants in the UNDP COs, SR staff, key government officials, community members, and other stakeholder agencies like UNAIDS and WHO.

Duties and Responsibilities

1. Contribution to the design and implementation of the Programme’s M&E Plan in accordance with UNDP’s M&E policies and strategies, focusing on achievement of the following results:
  • Participation in the planning, preparation and management of Programme’s thematic, regional and country-specific (with SRs and key stakeholders) M&E activities
  • Promotion of Programme M&E standards in line with UNDP and Global Fund requirements, ensure quality assurance/control across the Programme for all SRs in seven South Asian countries and Thailand.
  • Provide technical advice for Programme design and set-up with defined indicators at the design stage to facilitate the review and evaluation at the later stages
  • Contribution to the development and execution of M&E work plan, including evaluation of country programmes.
  • Lead the development of a robust Management Information System (MIS) for the programme and subsequent roll-out, and follow-up to ensure it is utilized optimally by programme partners
  • Coordination of specific M&E missions under the programme, sectoral/thematic evaluations or desk evaluations/studies on selected themes.
  • Periodically review and update the overall Programme M&E system with relevant staff/consultants in UNDP COs (including MIS), develop and update the M&E Standard Operating Procedures and other guidance documents 
  • Lead the M&E capacity building activities for UNDP CO staff under the Programme and relevant SR staff. 
  • Participate in M&E System Strengthening (MESS) workshops and support/monitor the implementation of the MESS workshop action plans 
  • Contribute to data analysis, programme review and document preparation and dissemination to concerned regional and national stakeholders
  • Participation in Programme reviews, including in countries where possible
  • Contributes to required documentation and reporting for MSA programme
2. Coordination of the M&E system and processes, focusing on achievement of the following results:
  • Coordinate the preparation and quality control of the M&E data in the Programme’s Progress Update/Disbursement Request (PU/DR) Report and annual reports in compliance with the Global Fund requirements
  • Participation in on-site and off-site PU/DR data verification in coordination with UNDP CO staff/consultant
  • Coordination with UNAIDS Regional Office and COs, National and Provincial AIDS Control Programmes and national PRs, contribute to engagement with the national Strategic Information/ M&E Technical Working Groups where possible
  • Draft Terms of Reference (ToR) for specific programme M&E missions and/or desk evaluations/reviews, participation in consultant selection, technical feedback on evaluations and budget oversight.
  • Coordinate and follow-up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.
  • Collaboration and coordination with other UN agencies, government agencies, I/NGOs, and other organizations on M&E issues at the regional and national levels.
3. Quality assurance and compliance enforcement of the programme according to UNDP’s Programme and Operations Policies and Procedures for efficient and effective programme management, focusing on achievement of the following results:
  • Implement policies and systems of programmatic (including M&E) and financial (with Finance team) recording/reporting and follow-up on implementation of effective internal control framework
  • Develop, implement and follow-up on programme portfolio pipeline and project tree in Atlas ensuring it is up-to-date and accurate.
  • Develop required quality control and quality assurance guidance notes for PMU and SRs 
  • Analyse the programme portfolio from the risk management point of view and propose appropriate mitigation strategies/steps 
  • Periodically monitor dashboard and exceptions and identify remedial actions 
  • Support preparation of relevant agreements and contracts; monitor their implementation and reporting requirements. 
  • In consultation with PMU Team members, prepare, monitor and revise programme work plans for timely implementation 
  • Review the PU/DR report and annual reports to Global Fund and relevant UNDP reports for accuracy and prepare the programme delivery overview for Senior Management consideration
  • Liaise with Global Fund – UNDP Partnership Team to ensure standard UNDP practices for Global Fund grants are implemented
  • Act as the Secretary of the concerned committees related to the programme
4. Facilitation of knowledge building and knowledge sharing in the area of M&E and Strategic Information, focusing on achievement of the following results:
  • Preparation of analytical documents based on lessons learnt and areas evaluated, effectiveness and impact of UNDP programme, contribute to content development for relevant knowledge products
  • Contribute to relevant M&E and Strategic Information initiatives under the programme like operational/research studies and survey, technical working/advisory group etc. 
  • Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader knowledge management efforts, disseminated in learning events and channelled into decision-making processes
  • Contribution to the development and implementation of Knowledge Management Strategy for the Programme. 
  • Enhance knowledge of the SRs’ teams on M&E and quality assurance methodologies. 
  • Manage the results-oriented M&E training efforts in the countries and at the regional level.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in Public Health, Development studies, International Relations, Political Science, or related social sciences.
Work experience:
  • At least 4 years of relevant M&E experience at the international or national level in international development issues.
  • Experience in managing M&E systems in Global Fund-funded HIV programmes highly desirable, including M&E capacity building. 
  • Experience in data collection methods and analysis for effective monitoring 
  • Sound understanding of results-based management principles in the UN context 
  • Experience in the analysis of health and socio-economic issues and related policy matters preferred. 
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems. Knowledge of management of MIS systems preferred.
Language requirement:
  • Fluency in English with good verbal and written skills
  • Fluency in South Asian language will be a strong asset.
