Background

Under the overall guidance and supervision of the Deputy Country Director (Operations), the Finance Specialist is responsible for ensuring the highest efficiency in financial resources management and the provision of accurate, thoroughly researched and documented financial information, strategic financial resources management, and consistency with UNDP rules and regulations, effective delivery of financial services, transparent utilization of financial resources and management of the CO Finance Unit. The incumbent analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Specialist promotes a client-oriented approach consistent with UNDP rules and regulations and procedures.

The Finance Specialist supervises and leads national and support staff of the Finance Unit.  The Finance Specialist reports to the Deputy Country Director (Operations) based on agreed annual management action plan. The Finance Specialist works in close collaboration with the operations, programme and project teams in the CO and UNDP HQs staff for resolving complex finance-related issues and information delivery.

Duties and Responsibilities

  • Facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters.
Duties and Responsibilities:

1. Ensure the strategic direction of CO Finance Management focusing on achievement of the following results:
  • Compliance of operations with UNDP rules, regulations and policies, implementation of corporate operational strategies, and monitoring achievement of results of the CO;
  • Provision of advice on strategies, policies and plans affecting the CO financial management, delivery of practice advisory, knowledge and learning services;
  • Establishment of collaborative arrangements with potential partners, a Client Relationship;
  • CO business processes mapping and establishment of internal Standard Operating Procedures;
  • Procedures in Finance. Results Management, program performance. Constant monitoring and analysis of the operating environment, quick readjustment of the operations, advice on legal considerations and risk assessment.
2. Effective and accurate financial resources management and oversight focusing on the achievement of the  following results:
  • Financial analysis and oversight for all resources managed by the CO and provision of high-quality professional advice to the CO and the RSC;
  • Review of contribution agreements, and managing contributions in ATLAS; business process and accounting for contributions to ensure that the money due to the CO  is properly identified, classified, recorded on a timely basis and received with sufficient supporting documentation;
  • Review of financial reports and preparation of non-PO vouchers for the various projects in the CO;
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas, including timely corrective action on unposted vouchers, including the vouchers;
  • Conduct regular budget check for requisitions, POs and vouchers in ATLAS;
  • Collection, analysis, and collation of data and drafting of reports, presentations and/or other documents/spreadsheets;
  • Monitor disbursement of funds regularly to inform management and implementation of activities in accordance with the programme document, contribution agreements, UNDP rules and regulations;
  • Regularly monitor programme delivery through ATLAS, run relevant reports, and prepare clear, user-friendly financial spreadsheets, reports, statements and/or other supporting documentation;
  • Identify and report on budgetary shortfalls/surpluses as well as results based indicators to ensure effective and efficient control and delivery of multi-donor funds;
  • Effective liaison between the Programme, the CO’s Operations Team, the RSC and relevant focal points within implementing partner agencies/institutions, on administrative, financial and transactional issues in the CO and the RSC;
  • As requested, participate in meetings with interlocutors of related government and donor interventions, to assure coordinated data gathering and dissemination of relevant information.
3. Projects' budgets management and organization of an optimal cost-recovery system focusing on achievement of the following results:
  • Management of all financial resources through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations;
  • Creation of the CO budget in ATLAS, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, as well as operational and financial closure of projects (as required);
  • Prepare and monitor projects’ budgets in Atlas;
  • Develop proper mechanisms to eliminate deficiencies in budget management;
  • Ensure that advance payments and direct payments are properly reviewed and processed on a timely basis;
  • Ensure that payment information is properly recorded into the Atlas system on a timely basis;
  • Ensure that contributions from the Donors are properly transferred to UNDP on a timely basis;
  • Ensure timely submission of quality financial reports to on a timely basis.
4. Facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on achievement of the following results:
  • Advice the CO management on UNDP administrative and reporting, in particular, on budgetary issues;
  • Organization/conduct of training for the CO and RSC staff on financial management and RBM;
  • Synthesis of lessons learned and best practices in finance;
  • Sound contributions to knowledge networks and communities of practice;
  • Perform any other duty related to the CO and RSC financial management as assigned by the DCD (O).

Required Skills and Experience

Education:    
  • Advanced (Masters) University Degree in Finance/Accounting, Business, or Public Administration, or a professional accounting qualification from an internationally recognized institute of accountancy.
  • Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
  • UNDP Advanced Accountancy and Finance Test required.
Experience:    
  • Five years of relevant experience in providing financial management advisory services and/or managing staff and operational systems. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages. Experience in handling of web based management systems and ERP financials, preferably PeopleSoft. Experience of IPSAS and/or IFRS is required.
Language Requirements:    
  • Fluency in English and national language of the duty station.
