Background

The Government of Uganda is signatory to the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). After ratifying an international treaty, the State has the obligation to report to the Committee that monitors the implementation of the treaty in a specific timeframe. For CEDAW, the timeframe is every four year for the periodic report. The Government last periodic report to the CEDAW Committee was submitted in August 2010, therefore the next CEDAW periodic report is due in 2014. For this reason, the Ministry of Gender, Labor and Social Development (MGLSD), being the National Gender Machinery, intends to hire a consultant to collect all information on the progress towards the implementation of this Convention and draft the report to submit to the Committee. In specific, it is a requirement for the State party to include information on the concluding observations thereon in its next periodic report; therefore, the consultant is required to gather information on implementation of the recommendations included in the 2010 Concluding Observations and to draft the final report that will be validated and sent to the CEDAW Committee. The Government has just concluded its CEDAW midterm review report which has been submitted. The 2013 mid-term report focused on the two recommendations n.12 on law reforms and n.32 (b) on girls’ access to education and safety. The report produced includes recent progress in these areas and should be the basis on which further progress should be registered on these two recommendations on the periodic report.

Duties and Responsibilities

Purpose and objectives of the consultancy The purpose of the consultancy is to draft the CEDAW periodic report for the Ministry on progress in implementation of CEDAW commitments by the Government of Uganda.

Objectives The specific objectives of this assignment are: To assess the progress on the implementation of CEDAW concluding observations from the 2010 periodic report To prepare a CEDAW periodic Report for 2014 in line with the reporting guidelines set out by the CEDAW committee.

Scope of work: Under the supervision of the Ministry of Gender, Labour and Social Development, in collaboration with OHCHR, the Consultant will be required to: • Carry out a desk review on relevant available document (i.e. CEDAW MTR, last CEDAW periodic report, other reports related to the 2010 CEDAW Concluding Observations). • Interview all relevant stakeholders (Government, NGOs and development partners) in order to gather information both at national and regional level. In this regard, the consultant will organize and facilitate regional workshops targeting key partners in order to gather key progress at the regional level. • In light of the findings of the literature review and the consultations, produce a first draft of the CEDAW periodic report. • Facilitate a consultative workshop with the government and relevant stakeholders to present the first draft of the report. • Draft a final report, incorporating the views received from the consultations on the first draft report. • Under the supervision of MGLSD, be available for final editing of the report (i.e. correction of the language of the report, whether necessary; reduction or extension of the length of the report). This step might involve facilitating a small stakeholders’ meeting in order to revise the language of the report. • Facilitate a validation meeting lead by MGLSD: the task of the consultant will be to present the final report and the findings from the consultations on the CEDAW Concluding Observations. • Be available to clarify on some of the issues arising out of his/her report even after submission of the report.

Competencies

• Ability to work under tight schedule and meet deadlines; • Knowledge of the required international and regional treaties on gender and human rights; • Strong analytical skills • Strong knowledge of human rights principles. • Good written and oral communication skills. • Skills in facilitating consultative meetings and workshops. • Strong interpersonal skills. • Prior experience in working with a UN agency or NGO is desirable. • Availability to undertake travels outside the duty station.

Required Skills and Experience

Education Requirements Masters Degree in Law or related discipline.

Language Skills: excellent written, spoken and writing skills in English

Experience • At least 5 years in working with government institutions in the area of human rights and gender at a senior level. • Previous attested experience in drafting official reports for government. • Facilitating high level meetings • Previous attested experience in dealing with international human rights and gender instruments, such as CEDAW. • Evidence of vast knowledge of human rights and women’s rights in particular. • Strong knowledge on the UN treaty bodies and reporting system, particularly on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

Required Outputs and payment schedule: • An inception report. • A status report on the progress made by Government on the implementation of the 2010 CEDAW Concluding Observations. Information will be gathered through interviews, focus group meetings, questionnaires (travels outside Kampala are therefore required) – 20% payment upon submission of milestones 1 and 2. • A draft of the CEDAW periodic report at different stages (the draft will be edited accordingly): a first draft and a second draft after wide consultations and final draft after MGLSD’s corrections. 40 % payment upon submission of draft report. • Reports from different regional consultative meetings and a validating national meeting. 40% upon submission of all reports required under this milestone.

Evaluation Method and Criteria Cumulative analysis The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. • Technical Criteria weight; - 70% • Financial Criteria weight; - 30% Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Documents to be included when submitting the proposals • Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document: •Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II). • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical proposal: • Brief description of why the individual considers him/herself as the most suitable for the assignment. • A methodology, on how they will approach and complete the assignment.

Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II)
