Background
Policy Analyst will work in the area of Democratic Governance specifically on capacity development of human rights institutions, enhancement of access to justice and human rights-based approaches. Policy Analyst supports the development assistance activities of UNDP Country Offices in Europe and the Commonwealth of Independent States. The day-to-day supervision and mentoring will be exercised by the Human Rights and Justice Policy Advisor. Interaction with the supervisors will take place on a regular basis, thus allowing continuous performance monitoring.
Duties and Responsibilities:
- Support to policy advice and programme development services to the COs
- Facilitation of Communities of practice, knowledge-building and management
- Direct Support to regional projects (including: Support to Ombuds Institutions in the region, Strengthening Capacity
for Human Rights-Based Approaches to Development Programming and Access to Justice)
- Management of the BRC component of the Global Project on Human Rights

Duties and Responsibilities
1. Support to policy advice and programme development services to the COs:
-Provide analysis, research on and technical backstopping to Human Rights and Justice Policy Advisor and UNDP
Country Offices in the area of Human Rights (covering issues such as support to Ombuds institutions in the region,
Human Rights-Based Approaches to Development Programming) and Justice;
- Support capacity development initiatives in the areas of human rights and justice based on the needs of UNDP COs and
other stakeholders
- Provide inputs to effective policy and programme support services at the request of the Country Offices to assure meeting client’s demands with the quality and timeliness of services provided.
2. Facilitation of Communities of practice, knowledge-building and management:
- Keep abreast of research and policy developments in the area human rights and justice
- Support the facilitation of the regional human rights and justice Community of Practice;
- Conduct analysis and prepare reports on trends and issues in the field of human rights and justice in Europe and the
CIS;
- Coordinate and support the analysis of case evidence; methodology development; knowledge products on human rights
and justice;
- Support the process of developing knowledge products, by codification of experiences and lessons learnt at the national
and regional levels
- Supports existing partnerships with counterparts such as national human rights institutions, Ombudsman institutions,
parliaments, national assemblies, think-tanks, and civil society organizations.
3. Direct support to regional projects
- Support to the management of regional projects
- Support an organizing of conferences and seminars related to various issues within Human Rights and Justice portfolio
- Liaise with CO colleagues and participate in country assessment missions to identify pilot project possibilities within the
framework of ongoing human rights and justice regional projects
4. Management of the BRC component of the Global Programme on Human Rights
- Support to the management of Global Programme component (Human Rights promotion and protection systems and
UNDP capacities on HRBA)
- Effective application of RBM tools, establishment of management targets and monitoring achievement of results
- Draft quarterly reports on activities and outputs of the programme
5. Others:
- Provide both internal and external clients with timely and adequate support/information on programme activities;
- Update and enrich the WIDE expert roster with quality consultants with specific experience in and sensitivity towards
Europe and the CIS;
- Carry out other duties as necessary relevant to the above mentioned thematic areas.
- Preparation of talking points and presentations on human rights and justice issues;
- Preparation of briefing notes for relevant meetings and events when requested

Key Competences:
- Substantive understanding of achievements and challenges inherent to transition from authoritarian rule to democracy in Europe and the countries of the former Soviet Union;

Required Skills and Experience
• Master’s degree or equivalent in one of the following fields: human rights, development studies, or international relations• 2 years of relevant experience working in a development work position
• Regional experience, as well as experience in working with international and bi-lateral development organizations would be an asset
• Fluency in English;
• Knowledge of Russian or any other language of the region is an asset.
