Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

Organizational Context

The Programme Officer will have two main functions.

Reporting to the Head of CPRU in the context of supporting the oversight of CPRU project activities, the Programme Officer will provide general support to the Unit Head as and when required.  These duties will involve delivering support directly to the Unit Head on CPRU programme matters thus ensuring that UNDP systems and procedures are correctly implemented throughout CPRU’s projects.

The Programme Officer will similarly report to the Head of the Strategic Planning and Monitoring Section (SPAM) of CPRU to ensure the effective management of all project activities for the CPRU Phase II project.  These duties will include project planning, implementation, donor relations, monitoring and evaluation as well as the audit and budget oversight functions as necessary.

Impact of Results

The Programme Officer, reporting to the Head of CPRU, will perform the following duties:

  • Provide direct programmatic support to the Head of the Crisis Prevention and Recovery Unit;
  • Represent the Unit Head in meetings and workshops with development partners, donors, governments and others as required;
  • Prepare technical inputs and recommendations for policy discussions, programme development, implementation, monitoring and evaluation;
  • Lead and facilitate visiting missions of donors, UN officials, high level government officials etc.
  • Provide technical and programmatic managerial support to projects supported by CPRU as required by the Head of CPRU;
  • Ensure liaison with other UNDP Units to promote policy-level exchange and programmatic cooperation;

The Programme Officer, reporting to the Head of SPAM,  will perform the following duties:

  • Manage the day to day running of the CPRU II Project, evaluate project activities and establish implementing mechanisms to systematically assess the achievement of expected results, ensuring transparency, national ownership and accountability at all times.
  • Conduct field visits and participate in review meetings and evaluation missions for the preparation of regular project status and progress reports.
  • Identify and analyze the factors affecting the achievement of project milestones, outcomes, indicators and results prior to recommending and implementing corrective actions and follow up evaluation.
  • Participate in the organization, preparation and follow-up of project meetings and make all important administrative arrangements and facilities for conducting workshops and seminars;
  • Carry out specific administrative operational/control tasks for Monitoring and Evaluation of project activities as well as preparing correspondence, reports, evaluations and justifications as required.
  • Maintain contact and perform liaison duties with concerned ministries, government offices, NGOs, and UN agencies, and provide protocol services as required.  Develop good working relations and maintain liaison with other UN project staff advising these as necessary.  Participate in discussions of new or revised procedures, best practices and lessons learnt.
  • Prepare requisitions of DSA, travel, and procurement of goods and supplies for the CPRU II Project and arrange for control of distribution and maintenance of inventory records;
  • Establish and maintain a follow-up system to draw the attention of supervisors to matters requiring immediate follow-up action as well as compiling and disseminating project information, statistical data and reports as necessary.
  • Carry out related duties as required by the Heads of SPAM or CPRU.

Required Skills and Experience

Education:

  • University degree in Management, Business Administration, Accounting or Finance.


Experience: 

  • Minimum Master's degree with 3 years or Bachelor's degree with 7  years progressive experience in administrative/financial programme management.
  • Experience of UN or UNDP programme/project management systems a distinct advantage.
  •  Experience with donor bodies and development or related projects in Indonesia an advantage.


Language Requirements:

  • Fluency in oral and written English essential.
  • Fluency in Bahasa Indonesia essential.
  • Knowledge of an additional UN Language is desirable.
  • Ability to present reports and learning materials orally.
  • Ability to write clearly and concisely in English is essential.
