Background

UNDP Belarus supports the Government of the Republic of Belarus in a wide range of areas. Support is being provided through realization of UNDP projects in the areas of Economic Development and Social Security, Energy and Environment, HIV/AIDS and Tuberculosis, Effective and Accountable Governance and Human Security. UNDP Country Office is a principal provider of the whole range of administrative and substantive services to the UNDP projects ensuring smooth running and successful implementation of projects activities in Belarus.

Duties and Responsibilities

A. Under the guidance and coordination of UNDP Operations Manager, the Contractor is expected to develop the Learning Plan for UNDP staff in Belarus.

B. Under the guidance and coordination of the Operations Manager, the Contractor is expected to support and facilitate the process of SC salary survey.

C. The Contractor will be performing various tasks to assists office staff mainly in the areas of HR management.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
Part A
•    Study and systemize the data obtained through the Learning and Development Needs Survey
•    Create structured personalized database of the learning and development needs of UNDP staff;
•    Using available patterns, to develop a template of the Learning Plan for approval
•    Following review by the office management, to make necessary adjustments to the template
•    Clarify with individual staff members and supervisors any issues relating to their learning needs
•    Compile the Learning Plan draft  
•    Facilitate discussions with the process players;  make presentations
•    Any other  tasks that may arise to have the Learning Plan finalized
•    Finalize the Learning Plan
 
Part B
•    Study UNDP methodology and procedures on SC salary survey
•    Perform the required steps to facilitate the process of the survey 
•    Develop a list of comparator employees for consideration and approval
•    Maintain correspondence with the comparator employers to obtain the required data
•    Prepare submission to HQ
•    Follow–up on arisen questions 
•    Fulfil any other  tasks that may arise to have the Survey finalized
 
Part C

•    Provide support service upon request which may include wide range of tasks such as coordination and facilitation of specific tasks, drafting letters, data entry and update, compiling data, preparing tables and templates, etc.

•    Provide support in organization of learning events: manage arrangements with trainers, schedule classes, facilitate groups formation, inform participants

Required Skills and Experience

I. Academic Qualifications:
•    At least university student of 4th year in social sciences

II. Years of experience:

•    No specific requirements on previous experience, but prior experience in developing learning plans or organizing learning events in the organizations would be an asset.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
1. Proposal:

2. Financial proposal – please fill in Annex II (Finance Proposal)

3. Personal CV including past experience in similar projects and at least 2 references (or contact information of at least 2 people who could provide a reference upon request).

All documents required (Letter to UNDP Confirming Interest and Availability, CV or P11 and Financial Proposal) shall be presented altogether in just one (1) envelope, if submitted by courier, or in one email transmission, or as an attachment to an on–line application, without password encryption.

FINANCIAL PROPOSAL
 

Payments will be made on a monthly basis based on hourly rate indicated in the financial proposal (Annex II) and actual number of hours worked.

The subscriber shall bear full responsibility for the payment of income taxes in accordance with local legislation.

EVALUATION
The selection of candidates will be done in 4 stages:
1st stage: Short listing: the evaluation is done based on full compliance to the minimum qualification requirements stated in TOR.
Applications compliant to the minimum qualification requirements stated in TOR will be invited for the 2nd stage of evaluation.
 
2nd stage: Written test*

All applicants who scored 140 and more cumulative points (70% from maximum 200 points for the 2nd and 3rd stages of evaluation (written test scores + interview scores)) will be deemed technically qualified and will be accepted for financial evaluation.

4th stage: Financial evaluation.

During financial evaluation the lowest priced technically qualified proposal will receive 200 points and all the other technically qualified proposals will receive points in inverse proportion according to the formula:

P=Y*(L/Z), where
P=points for the financial proposal being evaluated
Y=maximum number of points for the financial proposal (e.g. 200 points)
L= price of the lowest price proposal
Z=price of the proposal being evaluated
 
Cumulative analysis will be applied for choosing the best applicant for a contract award.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer received the highest cumulative score for technical and financial evaluation:

Total score=Technical Score (written test and interview scores) + Financial Score
UNDP has the right to negotiate candidate's fee.
