Background
Sierra Leone is one the countries that is most vulnerable to the impacts of global climate change. In its third Poverty Reduction Strategy Paper, the Agenda for Prosperity (A4P) 2013-2018, the Government of Sierra Leone committed to an inclusive Green Growth agenda. While the A4P seeks to balance tensions between social, economic and environmental issues, it lacks a clear vision on how to mainstream climate change mitigation and adaptation into national development planning and budgets. There is need for a strategy that integrates the Green Growth ambitions of the A4P with recommendations of the National Adaptation Programme of Action (NAPA), National Biodiversity Strategy and Action Plan (NBSAP), as well as those of the UNFCCC and its Kyoto Protocol.
In 2013, the National Secretariat for Climate Change (NSCC), with support from UNDP, produced a roadmap and discussion paper for the development of a Climate Change Strategy and Action Plan for Sierra Leone. The purpose of the National Climate Change Strategy and Action Plan (NCCSAP) is to assist the Government in addressing climate change, improve environmental resilience, and put the country on a low carbon and climate resilient development pathway. The consultant will draft a NCCSAP that presents realistic and implementable actions to enable integration of climate change mitigation and adaptation aspects into national social, economic and governance systems, as well as present the NSCC with a strategic tool for the achievement of their mandate and goals.
Duties and Responsibilities
Under the overall guidance of the UNDP Programme Manager Environment, the consultant will work closely with the Acting Deputy Director NSCC and a dedicated staff of the NSCC to perform the following tasks:
- Review recommendations provided in the NCCSAP Roadmap, NAPA, NBSAP, as well as other pertinent documents;
- Organize meetings with key stakeholders in MDAs, donor agencies, NGOs, and the private sector to discuss priority low-emission and adaptation development actions, and formulate entry points for coordination and mainstreaming climate change mitigation and adaptation into national development planning and budgets;
- evelop a vision to provide guidance on how climate change issues are to be reflected in national priorities in the new NCCSAP.
The following deliverables will be expected from the consultant:
- A NCCSAP in line with the A4P, taking into account the key functions and goals presented in the 2013 Roadmap, including a clear vision and details of specific activities to actualize the Action Plan, time frame and costs/resource requirements per activity;
- Resource mobilization plan, including possible sources of funding (internal and external) for proposed actions, programmes and projects involving relevant sectors, stakeholders, and topics;
- M&E strategy to ensure effective implementation of the Strategy and Action Plan, including gender-related indicators;
- Monthly progress reports submitted to the Acting Deputy Director NSCC and the UNDP Programme Manager, Environment.

Required Skills and Experience
- Advanced university degree (Master's degree or equivalent) in climate change, environment and natural sciences, or a related area.
- At least five years of relevant work experience in Government, research institutions, private sector or NGOs, coupled with substantial understanding of climate change diplomacy, particularly in the field of institutional analysis, development and financing.;
- Knowledge and technical understanding of theories, concepts and approaches related to climate change mitigation and adaptation;
- Demonstrated ability to relate climate change issues to national political, social, and economic programmes
- Demonstrated experience working in least developed countries, preferably in the region; knowledge of Sierra Leone’s specific context will be an advantage.
- Fluency in written and spoken English.

Payment Modalities
Payment to the consultant will be made in three instalments upon satisfactory completion of the following deliverables:
- 1st instalment: 40% after signing the contract;
- 2nd Instalment: 30% after submission of the draft National Climate Change Action Plan as well as a linked resources mobilization plan for Sierra Leone;
- 3rd Instalment: 30% after submission of the final National Climate Change Action Plan as well as a linked resources mobilization plan for Sierra Leone.
Evaluation criteria
The consultant will be evaluated against a combination of technical and financial criteria.
The consultant should score a minimum of 70% of the 100% technical grade which will then qualified him/her for the next stage of financial grading of 30%. Both financial and technical scores will be added for the final grade.
The technical evaluation will take into account the following as per the weightings provided:
- Background and education: 10%;
- Methodology of approach in accomplishing the consultancy including though not limited to (a) timelines, (b) data collection and sources, (c) strategies addressing possible risks and barriers and management responses: 60% ;
- Professional Experience with respect to TOR: (a) Demonstrated experience with programme development and project design, with particular focus on design of climate change action plan; (b) A good understanding of the climate change challenges in Sierra Leone (c) Strong analytical skills, particularly applied to action plan design: 30%.
Financial proposal: 30%.
