Background

For the protection and sustainable use, there are three important dimensions:
Achieving protection of natural and cultural values by:
- The preservation of the integrity of coastal ecosystems;
- The preservation of some specific ecosystems (dunes, forests...);
- Preservation of landscape;
- The preservation of cultural heritage.
Regulating / alignment of coastal activities to ensure sustainable use of coastal resources that includes the application of:
- Specific instruments;
- Strategic (crosscutting) instruments;
- Measures to reduce pollution;
- Measures to reduce the effects of natural hazards;
- Particularly important are the specific instruments that protocol explicitly requested, which include ensuring open areas, free access to the sea , avoiding urban sprawl ( and of course the coastal offset);
- Beside them is an important application of strategic, cross - sectorial instruments such as SEA , EIA , CCA , vulnerability analysis , etc.
Establishment of an organized system of monitoring of coastal processes through the establishment of some form of Coastal Observatory. With the establishment of control mechanisms are important three components:
- mechanisms of coordination and integration;
- appropriate and timely public participation;
- ensuring access to quality and usable information.
Duties and Responsibilities
The main objectives of the tasks covered within this ToR are:
- preparation of SUBCHAPTER 1.1 for National Strategy for ICZM;
- preparation of chapter 3 for National Strategy for ICZM;
- preparation of chapter 5 for National Strategy for ICZM;
- support in preparation and identification of specific goals;
- expert opinion on the Draft National Strategy for ICZM.
- Preparation of SUBCHAPTER 1.1 for National Strategy for ICZM:
Based on the key requirements of the Protocol on ICZM expert will make a quick processing by key sectorial documents, as specified in the position paper, which is the basis for the preparation of the text SUBCHAPTER 1.1 for National Strategy for ICZM. The analysis given in SUBCHAPTER 1.1 for National Strategy for ICZM contains a summary of the key shortcomings of strategic documents and policies in the context of integrated coastal area management, and a summary of the objectives of ICZM, which are not covered by the existing strategic documents / policies, and will be further developed in Chapter 3.
- Preparation of chapter 3 for National Strategy for ICZM:
In preparation of chapter 3 it is necessary to review of all significant deficiencies that can be noted in the coastal area and that should include those that occur as CAUSES in majority of sectorial problems in coastal areas that are subject to processing in the National Strategy for ICZM . Starting from this broader list it is necessary to execute prioritization of shortcomings. It is necessary to connect the causes of problems with the final manifestations in different sectors, putting them in the context of sustainability and economic situation in the area while providing an illustration of cause- effect relationships i.e. root cause analysis based on the application of DPSIR. It is necessary to emphasize intersectoral connections. Consultant will prepare an overview of a broader list of real problems that occur in the coastal area, thereby elaborating drawbacks by using quantifiable indicators of problems. Inputs for the preparation of this chapter are coming from preparation of the preparation of SUBCHAPTER 1.1 for National Strategy for ICZM, the position paper and sectoral tables that are the basis for conducting a participatory process .
- preparation of Chapter 5 for National Strategy for ICZM:
This is a chapter that is actually the basis for the elaboration of the management part of the document. Based on a broader list of deficiencies identified and prioritized during Chapter 3 preparation it is necessary to make a selection of the most important ones with regard to importance / urgency of the topic or based on the need for an integrated approach in addressing them. Starting from this list, several strategic priorities should be selected, structured in two groups: management mechanism (governance) and protection: and sustainable use of coastal resources. These priorities should be given in the form of general strategic goals. The proposal will be subject to further elaboration by the members of the expert team working on NS ICZM.
- Support in preparation and identification of specific goals:
In accordance with the general goals which will be defined in Chapter 3, the expert will provide a contribution to defining the specific objectives that follow from general goals (including indicators) and thus support the task that will be realized by the other members of the team of experts working on NSIUOP.
- Expert opinion on the Draft National Strategy for ICZM.
Task 2 is realized after 30 days of signing the contract;
Task 3 is realized by the end of 60 days of signing the contract;
Task 4 is realized after the expiration of 90 days from the signing of the contract;
Task 5 is realized by within 7 days after submission of the Draft NS ICZM.
Competencies
Required Skills and Experience
Education:
- Advanced degree (MSc) in environmental or natural sciences, economics, management, preferably with professional exposure to policy development issues;
Experience:
- Minimum 10 years of extensive experience in the relevant areas, of which at least 3 must involve work related to costal zone management;
- Proven ability to collect, verify and analyze information, and to finish and present work with a high degree of accuracy and technical quality;
- Ability to communicate effectively orally and in writing, in order to communicate complex, technical information to both technical and general audiences;
- Ability to analyze issues and information and prepare briefs and summaries on key ideas;
Language:
- Strong skills in Montenegrin and English language both in written and oral format.
