Background
On developing institutional capacity, UNDP, in coordination with the national DRR Committee will support establishing a national DRM center which will drive the DRR process in Iraq. The project will support selected priority ministries to mainstream DRR into sectoral planning and programming. The capacities of the Regional Government and selected vulnerable governorates will be strengthened for dealing with the disaster challenges in a gender responsible way. In support of implementation of the project, UNDP intends to secure services of a short-term national expert for a period of 60 working days over a period of six months from July 2014
Duties and Responsibilities
- Facilitate meetings, consultations with the senior officials in the sectoral ministries and support review/assessment for DRR opportunities in the sectoral planning and programming in selected sectors such as water, agriculture, environment and education;
- Draw valuable insights from national and local perspectives in the preparation of technical guides, tools (both in English and Arabic) for mainstreaming DRR into these sectors;
- Facilitate meetings, consultations with the officials of the KRG and the three Governorates and assist in the review of existing DRM (disaster risk management) practices at the regional and local levels;
- Facilitate in the preparation of customized training modules for the official from GOI, KRG and the Governorates for targeted DRR training course (both in Baghdad and Erbil);
- Any other coordination/facilitation tasks in relation to accomplishing the above milestones.
Competencies
- Updated knowledge of the national and local development contexts, particularly on national policies, strategies and plans in the areas on disaster risk management, environment and climate change;
- Deep understanding of the country’s vulnerabilities, hazards and risks;
- Familiarity of the national and local institutions and stakeholders particularly in the sectors such as, environment, water resources, agriculture, education etc.;
- Ability to anticipate and understand client needs, formulate clear strategic plans, prioritize interventions, and allocate resources according to priorities.
Required Skills and Experience
- Master’s in relevant development subject, preferably in geography, environment or social science.
- Minimum 10 years of relevant experience preferably in the national and international organizations.
- Prior experience in UN agencies.
- Excellent writing skills, both in English and Arabic.
