Background

A number of initiatives have been undertaken by the MoHFW to improve health systems and immunization outcomes. These include the NRHM, the MCTS (to enable the entry of mother and child data into a central database), launching of the ‘Teeka Express’ for delivery of vaccines to outreach sessions, pilot launching of the National Cold Chain Management Information System (NCCMIS) for real-time monitoring and management of cold chain systems and setting up of the ITSU to provide technical and programme support for successful implementation of the UIP. 2012-13 has been declared by GoI as the year of Intensification of RI in India.
 
In this context, the MoHFW has put in place a few strategic actions to improve immunization coverage, including health systems improvement. Some of the proposed initiatives have been supported by external donor programmes including the World Bank National Vector Borne Disease Control Project, USAID Health Partnership Programme, KfW Pulse Polio Immunization Programme and DFID’s Sector Wide Approach to Strengthening Health programme.
 
Despite these efforts, some key constraints remain in India’s health and immunization systems. These issues need to be urgently addressed in order to meet India’s immunization targets.
 
With support from GAVI and implementing partners UNDP, UNICEF and WHO, MoHFW proposes to invest in health system strengthening and specifically address the constraints in scaling up vaccine management.
 
In particular, GAVI funds will contribute to the: 
  • Strengthening of vaccine logistics and cold chain management in poor performing states through public-private partnerships and through improved human resource capacity, institutional strengthening and supportive supervision;
  • Design and implementation of an eVIN that will enable real-time information on cold chain temperatures and vaccine stocks and flows;
  • Increasing demand for RI through a national BCC strategy;
  • Strengthening of the evidence base for improved policy-making (at all levels) in programmatic areas like procurement and vaccine delivery and on sequencing and adoption of new antigens;
  • Leveraging the success of the NPSP to strengthen RI service delivery in 8 priority states.
To coordinate with the three implementing agencies i.e. UNICEF, UNDP and WHO on the implementation of the proposed activities, MoHFW proposes to set up a secretariat. Secretariat will include a Coordinator and an administrative assistant.
 
The terms of reference for the Secretariat Coordinator are given below .
 
The Secretariat Coordinator will work under the direct supervision of Deputy Director (CH&I) or designated authority, Ministry of Health and Family Welfare, Government of India.

Duties and Responsibilities

The Secretariat Coordinator will perform the following functions:

Strengthening Partnerships – Under the direct guidance of MoHFW: 
  • Liase with the GAVI HSS implementing partners on behalf of the ministry with regards to the implementation, and progress updates on programme and finances;
  • Consolidate reports and develop presentation for progress under the HSS grant for the Immunization Action Group (IAG) quarterly meetings;
  • Analyze data provided by the implementing partners and report s for the preparation of IAG agenda notes;
  • Organize quarterly IAG meetings. This will include identification of participants, invitations to participants, preparation of agenda notes, and identification of venue;
  • Finalize minutes of the quarterly and annual meetings with regards to the HSS grant;
  • Develop progress of project as reported by the different partners in accordance to the approved work plans;
  • Analyze and collate agency specific quarterly and annual reports into GAVI prescribed format for submission to MoHFW. Highlight issues of the concern with regards to activities for partners;
  • Finalize TOR and support commissioning of the periodic qualitative and quantitative assessments of the project activities; 
  • facilitate organization of bi annual research network meetings including international experts; 
  • Ensure external communication with regards to the project activities – responsible for preparation of press note, briefing notes and other documentation as and when required;
  • Work closely with MOHFW and implementing partners towards the collection and dissemination of  good practices and lessons;
  • Organize national, regional and state level conferences, workshops and events.
Undertake any other task required for smooth implementation of the project plan, any other programme-related activity as required by programme management.

Required Skills and Experience

Education: 

  • Advanced university master degree in management, public administration, social sciences or any other relevant field.

Experience:

  • Minimum 5 years of experience in development sector especially public health;
  • 5 years of relevant experience and excellent understanding of the immunisation programme of India;
  • Good knowledge of national, state and district level government administrative structures and processes;
  • Outstanding communication, project management and organizational skills;
  • Experience working with Government at different levels;
  • Good interpersonal skills and demonstrated ability to work with people and teams to achieve results;
  • Experience in the usage of computers and office software packages.

Language:

  • Fluency in spoken English and Hindi.
  • Excellent written English skills.

Travel:

Willing to travel. 

Remuneration package is Rs. 1,45,983/- per month (taxable).
