Background

Organizational Unit: Human Rights Monitoring Mission in Ukraine

Organizational Setting and Reporting Relationships: This position is located within the UN Human Rights Monitoring Mission deployed by OHCHR in Ukraine. Under the overall leadership of the Head of Mission, the incumbent reports directly to the Human Rights Officer in charge of the field operation where s/he is located and to the HRMMU Field Security Officer.

Duties and Responsibilities

Accountabilities: Within limits of delegated authority, Local Security Assistant of the HRMMU will be responsible for the following duties:
  • Collect, update and communicate open source information regarding the security situation within the Sub-office area. Issues security awareness related to the security incidents and ensures that all staff members and their dependents are kept fully informed on matters that might affect their personal security;
  • Liaise and coordinate with local authorities any security related matters that might affect the integrity of the OHCHR personnel and their dependents;
  • Assist HRMMU Sub-Office Coordinator in monitoring MOSS compliance established for the duty station. When required, conduct office and residence security surveys (MORSS);
  • Assist the Sub-Office personnel with all the requirements related to Security Clearance requests, mission requirements, such as accompanying Human Rights Officers on field missions. Furthermore, following up the status of their SCs requests, its approval or any other pending issue in connection to it;
  • Work closely with DSS Security Officers on matters of non-routine nature, evacuations, medical emergency, security incidents or hostilities that might threaten the safety of staff and their dependents;
  • Ensure proper functioning of security related communication system;
  • Ensure in coordination with HRMMU Field Security Officer Sub-Office readiness for evacuation/relocation contingency;
  • Assist the Sub-Officer Coordinator in ensuring that staff and drivers engaged in driving office vehicles for official use are properly trained and briefed;
  • Provide assistance to HRMMU FSO in preparing Security Risk Assessments for Sub-Office operations, and
  • Perform other security functions/duties as assigned by the Supervisors.

Competencies

  • Professionalism – Excellent knowledge of security management, combined with solid background of military, police or other security specialization; good technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security management; ability to deal with stress factor when encountered.
  • Communication - Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Required Skills and Experience

Education
Successful completion of secondary education. University degree desirable, but is not a requirement. Also relevant would be military or police academy degree (at officer’s level.

Experience
At least seven years of experience in security or criminal justice system, preferably in the military, police or judiciary or related field of work. Proven experience of working in difficult environments under challenging conditions. Prior experience with the UN system is desirable. A high standard of psychological and physical fitness must be maintained in order to operate under conditions which can often be of high stress.

Languages
Fluency in Russian or Ukrainian is required. Working knowledge of English and other UN languages would be an asset.

Other Skills

Knowledge of UN Security Management Systems and skills related to first-aid would be an asset.
