Background

The UNDP project, Action for Cooperation against Trafficking in Persons (ACTIP), was established to build on and expand on the previous achievements of the UNDP managed project United Nations Inter-Agency Project on Human Trafficking (UNIAP), which was established in 2000 to facilitate a stronger and more coordinated response to human trafficking in the Greater Mekong Sub-region (GMS).
 
The main approach for the proposed project is to build the capacity of key stakeholders, and facilitate coordination and cooperation among all relevant actors in order to achieve the following long-term project outcome:
  • Key anti-trafficking stakeholders in the region are working in a more cooperative and mutually supportive manner to effectively combat trafficking in persons.
 To work towards this outcome, the project has identified the following five interlinked outputs:
  • Output 1: Countries and regional actors increase their cooperation to effectively counter human trafficking;
  • Output 2: The COMMIT Process is strengthened to become sustainable and self-reliant;
  • Output 3: Policy makers, academia, non-governmental actors, and the public have increased access to evidence-based research and knowledge on trafficking;
  • Output 4: Civil society and other non-governmental actors are able to contribute more effectively to anti-trafficking efforts;
  • Output 5: Effective project management and operations.
The project will be implemented within an inter-agency framework that ensures that available resources are maximized through building on the strengths of the mandates of the respective agencies and providing gap-filling and bridging activities when gaps have been jointly identified.
 
The Regional Project Assistant will report to the Regional Project Manager (RPM) based in the Regional Management Office, working in close cooperation with the Regional Project Finance Assistant and the Regional Project Administrative Assistant.

Duties and Responsibilities

I. Project implementation and management 
  • Develop, operationalize, and manage programmatic aspects on ATLAS system to accommodate project needs, as well as perform system operations
  • Arrange for review, recording and administrative process of programmatic requests to support the assigned respective country offices
  • Assist in compiling monthly report on fund allocation, utilization, activity accomplishments, and beneficiary figures by categories
  • Coordinate the implementation of action plans, disseminate lessons learnt and constraints and provide appropriate and timely feedbacks to the Regional Project Manager and the Country Offices 
  • Assist in project planning, work plans, and project reports 
  • Take necessary steps for the contractual procedures for the procurement of goods and services as well as individual contracts according to UNDP’s rules and regulations, as well as provide inputs to the term of reference (ToR)
II. Monitoring and evaluation 
  • Assist the Regional Project Manager in the coordination and monitoring of UNIAP operations in the 6 implementing countries in close collaboration with National Project Coordinators, relevant consultants, and the implementing partners where necessary
  • Maintain records on programme activities, update and track data related to project issues, activity movements, budget allocation plan by activity and by geographic locations, make information available, prepare reports on project achievements and inform the relevant parties accordingly; ensure accuracy of data related to the above 
  • Assess and analyze project achievements of planned targets including fund utilization, activity accomplishment, and prepare projections for items to ensure timely call forward and/or local procurement to support project
III. Communication and advocacy 
  • Contribute to the preparation of country office status and progress reports by providing information, preparing administrative and programme inputs including background materials, and presentations for use in discussion and briefing sessions, meetings, workshops, seminars, and missions
  • Support the RPM in the production of quality communication and advocacy materials with correct branding and message
IV. Other administrative duties 
  • Assist the RPM in planning and organizing activities including administrative and logistic arrangements for workshops, liaising with project staff, consultants, meeting participants, facilitators on travels, visas, reservations, and claims
  • Monitor, analyze, maintain, and manage a formalised system of departmental operations to ensure smooth function of the unit and efficient support to project staff
  • Support the organisation of project review and final evaluation, as well as project closing operationally and financially in accordance to UNDP’s rules and regulations
  • Liaise with UNDP on the conduct of project audit and ensure access by auditors to project documentation, personnel and institutions involved in the project
  • Perform other related duties as assigned by the RPM

Required Skills and Experience

Education:
  • Thai National with university degree, post-graduate diploma or diploma, preferably in business administration, finance or social science.
Work experience:
  • At least 5 years of progressively responsible support experience including at least one year in the field of programme support and operations;
  • Familiarity with United Nations policies and administrative and reporting procedures is a strong advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages;
  • Demonstrated ability to develop and maintain effective work relationships with project counterparts.
Language requirement:
  • Fluency in oral and written English with ability to draft clear and concise reports.
