In the context of the “Support to The General Secretariat of the Supreme Council of Planning and Development (GSSCPD) to oversee the strategic planning priorities of the State of Kuwait” project, UNDP and GSSCPD are working jointly to ensure an enabling and conducive environment for the implementation of the national development plan; and to ensure optimal use of financial funds for this purpose.

In coordination with UNDP, GSSCPD strives to enhance the institutional efficiency of its Planning Sector and improve the sector’s performance and input to the new national development plan. To this end, the GS-SCPD Planning Sector intends to recruit a national senior expert in economics, economic planning, financial planning or relevant discipline to provide technical assistance to the Economic Department.

Duties and Responsibilities

For this assignment, the Economic and Financial Planning Expert will be expected to perform the following duties and responsibilities:

  • Strengthen the analysis process of the economic planning components of all development documents prepared by the GSSCPD;
  • Propose recommendations based on international best practices in relevant functions;
  • Conduct studies on relevant indicators to support the planning team by collecting and analyzing the data;
  • Assessing current indicators and proposing recommendations for improvement.
  • Developing statistical methods for the estimation of economic relationships;
  • Testing economic theories and hypothesis;
  • Evaluating and applying economic policies;
  • Provide technical assistance in all aspect of economic planning activities related to policy advice at high and medium level policymaking;
  • Provide technical assistance in applied economic (micro and macro), development, and quantitative analysis;
  • Improve the economic planning related functions of the beneficiary to render outputs with high efficiency and timely manner;
  • Perform any other related functions as requested by the beneficiary.

Deliverables:

  • Human capacity assessed and capacity building plan developed and implemented;
  • Report on the relevant international best practices submitted;
  • Assessment report of the current economic indicators and recommendations for improvement submitted.
  • Assessment report of the efficiency and effectiveness of the relevant economic planning functions of the beneficiary, with recommendations for their improvement submitted;
  • Studies and research papers prepared to support the Planning Sector;
  • Monthly Progress Reports and final report with recommendations on the way forward submitted.

Required Skills and Experience

Education:

  • PhD in Economics, with emphasis on Econometrics.

Experience:

  • At least 7 years of relevant experience is required, ideally with some experience in statistical techniques and quantitative analysis.

Language requirements:

  • Arabic and English.

Time Frame:

  • 4-5 months with a possibility of extension.

Note:

  • The Consultant will be on a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;
  • There will be a possibility of extension upon end of contract.

Work arrangements:

The consultant will be based in the planning sector at GS-SCPD, and will be working under the direct supervision of the Planning Sector, guided by UNDP and GS-SCPD.
